Currently, wards and communes have consecutively issued health insurance cards for making birth certificates for children. However, for the children born between 2014 and 2017 who had their birth certificates but have not been issued with the health insurance code, the provincial social insurance agency cannot solve it because the current code is issued by the Central Control Group. However, these children have already had their birth certificates, so it is impossible to re-declare in the birth registration system. We hope the social insurance agency has specific instructions on the resolving process. Thank you.

The issuance of social insurance codes to the participants of social insurance and health insurance shall comply with Article 4 of the Regulation on management of household database and social insurance codes of the participants of social insurance and health insurance, issued together with Decision No. 515/QD -BHXH dated March 27, 2020 of the General Director of Vietnam Social Security, whereby cases of unconnected data on birth registration of children under 6 years old on the information system of registration and management of civil status of the Ministry of Justice or the cases of children born between 2014 in 2017 with a birth certificate in your stated case are still granted the social insurance codes as usual. When problems arise, The People's Committee of the commune shall follow administrative procedures for the issue of health insurance cards and prepare a dossier for issue of health insurance cards for children under 6 years old in accordance with the provisions of Joint Circular No. 05/2015/TTLT-BTP-BCA-BYT dated May 15th, 2015 including the Declaration of participation and adjustment of information on social insurance and health insurance (Form TK1-TS) and a list of requests for issuance of health insurance cards (form D03-TS) issued together with Decision No. 505/QD-BHXH dated March 27, 2020 sent to the social insurance agency.
