On the 16th February 1995, the Prime Minister of Vietnam signed a Decision for the establishment of Vietnam Social Security (VSS). This is an important landmark in the social security reform in Vietnam.

On February 16, 1995, the Prime Minister of signed a decision on the establishment of the Vietnam Social Security (VSS). The move marked an important milestone in the roadmap for social security policy reform and implementation in Vietnam.

Over the past 20 years, the VSS has constantly renovated and developed itself to ensure social security for Vietnamese people and also affirm the Party and State’s right policy on social and health insurance reform.

Overcoming a range of obstacles and challenges, the VSS has obtained significant achievements during the last 20 years of development. Social insurance and health insurance have become key pillars of the social security system of Vietnam.

In 1995, only 2.2 million people participated in social security schemes and in 2016, the figure increased to 73 million people, accounting for approximately 80% of the country’s population. With hundreds of trillions of VND in social and health insurance premiums and benefit payment, the social security fund has become one of the largest public financial fund of the country. This is a prerequisite for the successfully implementation of health insurance for all people and extending social insurance coverage to all workers.

The Vietnam Social Security will surely face great challenges in realizing the objectives. However, with the tradition of construction and development, every staff of the social insurance sector will try their best to overcome these challenges and develop the modernity and sustainability-oriented social insurance sector, with sufficient competence and conditions to deliver quality services to the people, ensure social security for all people and contribute to the country’s cause of industrialization and international integration.

This English version of the VSS Portal is to provide international and domestic partners, foreign organizations and foreigners working in Vietnam with updated information about Vietnam’s social insurance system as well as social and health insurance policies.
