According to Clause 2 Article 2 of 2024 Law on Social Insurance (SI), workers who are foreign citizens working in Vietnam shall be covered by compulsory social insurance if they work for a Vietnamese employer under a definite-term labor contracts with a term of 12 months or more.

From February 3, social insurance (SI) books and health insurance (HI) cards have been digitized, integrated, and stored on the VssID application, while also being linked to Level-2 VNeID electronic identification (e-ID) accounts. These electronic versions carry the same legal validity as their traditional paper counterparts.

On May 4, in Dong Nai city, VSS organized a training conference on the implementation of social insurance and unemployment insurance policies for nearly 250 delegates, including officials from social insurance agencies and post offices from 8 provinces and cities in the Southern region: Ho Chi Minh City, Dong Nai, Can Tho, An Giang, Ca Mau, Dong Thap, Vinh Long, Tay Ninh, and 132 local-level social security offices.

As Viet Nam approaches the goal of universal health insurance (HI) coverage, the biggest challenge is no longer expanding participation, but rather managing and utilizing the Health Insurance Fund effectively and sustainably. Implementing Resolution No. 72-NQ/TW, issued by the Politburo on September 9, 2025, sets out breakthrough solutions to enhance public health protection, care, and improvement, with HI identified as a pillar towards free hospital care; in the context of rising medical examination and treatment costs due to increasing healthcare demands, while resources are limited, the requirement is to use the HI fund rationally, safely, and effectively, while ensuring full patient rights as stipulated. These are not two opposing goals, but rather two parallel conditions for the HI schemes to sustainably contribute to Vietnamese people’s healthcare.
