According to the principle of “paying and enjoying benefits”, the late payment of social insurance and health insurance premiums are among the top causes for imbalanced insurance funds, affecting the insurance benefits of employees and the conduct of social welfare policy. On the other hand, it also impacts the VSS in terms of time, labour, and cost, including its works in monitoring, calculating, verifying, and archiving profiles and working records of employees, etc. As such, the VSS has always been determined to pursuit administrative reform and improve its code of conduct. The determination aims to create the best conditions possible for partner employers, and promptly update the costs of health and social insurance to businesses and organisations to encourage on-time payment, with deb collectors from the VSS sent to the units for examination and guidance of the process. Names of businesses and organisations who have failed to pay health and social insurance premiums on time will be published on the media as a measure to accelerate their payment based on public pressure.

Meanwhile, the VSS and its chapters at various localities have worked with local departments and sectors to carry out inspections and fine for violations. It also collaborated with relevant agencies to launch criminal proceedings against a number of businesses who avoided paying large sums of social, health, and unemployment insurance.
