I was issued health insurance card with primary care facility is E Hospital, Hanoi. According to new regulations, from 01/01/ 2016, I may use other health care facilities with same level. So, what level is E Hospital E? Which hospitals in Hanoi have the same level with E Hospitals?

According to the regulations, from 01/01/2016, health insurance participants can apply for medical examination and treatment at the district level, meaning they can receive medical treatment at district-level medical facilities without transfer papers.
Your registered primary hospital is E Hospital. It is a central-level hospital, so when you want to apply for medical examination and treatment at the hospital with the same level, you must provide a transfered papers certified by E Hospital to get health insurance benefits.
