Answer:

Pursuant to the provisions of Clause 1, Article 2 of the Government's Decree No. 134/2015 / ND-CP dated 29/12/2015 on voluntary social insurance participants: “who are Vietnamese citizens aged full 15 years or older and not covered by compulsory social insurance under Clause 4, Article 2 of the Law on Social Insurance”.

The procedures for voluntary social insurance are defined as follows: Declaration on the provision and change of information of social insurance, health insurance and unemployment insurance participants (Form TK01-TS); Social insurance book (for those who have social insurance books); Certificate confirming the withdrawal of social insurance books (for people who have received the social insurance lump-sum); Form TK3-TS, D05-TS (for agencies representing the voluntary social insurance participants). The documents should be submitted to the agent or social security agency at the place of residence.

Voluntary social insurance premiums are calculated on the basis of the monthly income level selected by the employees under Item 2, Article 5 of the Law on Social Insurance. Specifically, contribution rates and payment methods are stipulated in Article 87 of Social Insurance Law No. 58/2014 / QH13 dated 20/11/2014. About your question, you are eligible for household health insurance.
