Proposing the addition of three new voluntary social insurance packages

Based on the assessment of the domestic and international context, the perspectives and objectives of developing a flexible and short-term voluntary social insurance package, the Ministry of Labour, Invalids and Social Affairs has proposed to have three additional voluntary social insurance packages besides the existing social insurance policy.

  1. The existing voluntary social insurance package added with a maternity regime

When participating, a worker is entitled to enjoy the regime if she pays voluntary social insurance from 12 months and is not entitled to receive one-off allowance.

According to the proposal, the package can attract the participation of workers of childbearing age by satisfying their short-term demands as well as increase the attraction of the voluntary social insurance policy.

However, difficulties in balancing the books which requires the support of the State budget and sustaining workers’ participation are the package’s disadvantages, especially in case of workers joining the voluntary social insurance right before getting pregnant and dropping it after receiving the allowance.

  1. The existing voluntary social insurance package with a sickness regime

The package is designed based on the current voluntary social insurance policy (including retirement and survivor benefits) with additional benefits which workers can enjoy in case of sickness (up to 30 days per year) provided that workers are paying voluntary social insurance and are not entitled to one-off payment.

The package can attract workers who are at high risk of sickness. However, it will need the support of the State budget and its attraction depends on allowance levels, convenience levels in processing and submitting dossiers for settlement of benefits

  1. The existing voluntary social insurance package added with family benefits

The package is designed based on the current voluntary social insurance policy (including retirement and survivor benefits) with additional benefits for any worker who has children under 6 years old (receiving a monthly allowance of VND350,000 per child until he/she turns 6 years old) provided that workers are paying voluntary social insurance and are not entitled to one-off payment. 

The package can attract workers who have children under 6 years old. However, according to MOLISA, the package will need additional contribution of workers of 1.5 percent and support of the State budget (with the 1.5-percent contribution rate, it is difficult to ensure the balance because this contribution rate is calculated by the International Labor Organization on the assumption of participation of the majority of the subjects meaning who have children under 6 years old)./.
