VSS launches data system linking children’s birth and health insurance card registration

A data system linking birth registration and health insurance card issuance for children under six years old was launched in Hanoi on November 21.

The system is connected to the National Government Service Platform. The launching ceremony was held by the Ministry of Information and Communications, Ministry of Justice and Vietnam Social Security (VSS).

According to an e-Government report conducted by the United Nations in 2018, data is becoming increasingly important in the development of services, focusing on digital Government, digital economy and digital society, said Deputy Minister of Information and Communications Pham Anh Tuan.

With the power of online data, countries can create more convenient services, improve service quality and put customers at the core or provide one-time information, he said.

Following orders of the Government and the Prime Minister, the Ministry of Information and Communications has built a system connecting information at the central and local levels (or also known as the National Government Service Platform).

It acts as an integrated platform to share national data and link information systems of ministries and provinces together and to the national database.

The system so far has been successful on a number of services.

The National Government Service Platform has connected to a birth and health insurance card registration system for children under the age of six, which is a major stride in administrative reform, helping save time and minimise expenses as well as improve management efficiency of State agencies.

According to the deputy minister, the VSS has made efforts and pioneered to set up a universal and updated database. From that, in 2019, the Ministry of Information and Communications has worked with the VSS and Ministry of Justice to pilot connection and information sharing through the National Government Service Platform system for birth and health insurance card registration for children under six.

After a trial month since October 20, more than 15,000 children in 13 cities and provinces have had their birth certificate and health insurance card registered on the system.

The system was officially launched after the pilot and will be applied at all localities by the end of this year./.
