Strengthening the effectiveness and efficiency of state management of social insurance

On November 18, in the northern province of Hai Duong, the Ministry of Labour, Invalids and Social Affairs (MOLISA) hosted a conference on evaluating and reviewing the implementation of the Law on Social Insurance and developing a set of indicators to assess the satisfaction of people and businesses about social insurance in the Northern region.

The event attracted the participation of Deputy Director of Vietnam Social Security Tran Dinh Lieu and representatives of State and local agencies.

Speaking at the event, Tran Hai Nam, deputy head of Social Insurance Department under MOLISA, said after three years implementing the 2014 Law on Social Insurance, Viet Nam has gained many achievements in adopting policies and regulations related to social insurance and health insurance, ensuring rights of workers and contributing to stabilising society. The targets of developing social insurance and health insurance participants were always accomplished and exceeded the plan assigned by the National Assembly and the Government.

However, there are many existing drawbacks in implementing the Law on Social Insurance, including the low percentage of social insurance participants, inefficient assistance policies to attract people to participate in voluntary social insurance, the lack of effective solutions to address late payment and payment evasion which directly impacts the rights of workers, the poor and unattractive Government’s support towards voluntary social insurance participants.

Reviewing the implementation of the 2014 Law on Social Insurance, the conference aimed to share information and hear opinions of experts, managers, representatives of local authorities and businesses about challenges in adopting social insurance policies. 

According to the summary on the implementation of the 2014 Law on Social Insurance and the law amendment, the enforcement of the Law on Social Insurance will be reviewed by the end of 2019; the plan of law development will be composed and filed to the National Assembly (NA) in December 2020, the NA will approve the plan in May 2021; the draft will be developed from July 2020 to December 2021 and will be presented to the NA for opinions and discussions in 2022 and for approval by the end of 2022.

Speaking at the conference, Deputy Director of Vietnam Social Security Tran Dinh Lieu stressed that the social insurance sector was pulling out all the stops to implement social insurance and health insurance as stated by the Party and Government. The Law on Social Insurance aims to carry out welfare policies which have significant impacts on the life of any citizen. The State management over social insurance, therefore, needs strengthening to achieve universal social insurance coverage.
