Exemption from Presenting Household Registration or Temporary Residence Books When Completing Administrative Procedures by Vietnam Social Security

Vietnam Social Security (VSS) has issued Official Letter No. 4144/BHXH-VP addressed to Social Security agencies in provinces and centrally governed cities regarding the non-requirement for citizens to submit or present household registration or temporary residence books when carrying out administrative procedures falling under the jurisdiction of the VSS.

In compliance with Government Decree No. 104/2022/ND-CP dated December 21, 2022, which amends and supplements certain provisions of decrees related to the submission or presentation of household registration, temporary residence books, or papers when performing administrative procedures or providing public services, the VSS has reviewed administrative procedures and public services within its jurisdiction. As a result, the requirement for 'household registration or temporary residence books' has been eliminated from administrative procedures concerning social, health, unemployment, occupational accident and disease insurance, issuance of social insurance certificates, and health insurance cards. Currently, administrative procedures under the authority of the VSS no longer stipulate the provision or presentation of household registration or temporary residence books. Furthermore, the VSS has completed the integration with the national population database to ensure facilitating the verification and reconciliation of citizens' information and providing guidance for implementation.

In order to implement the aforementioned provisions, Vietnam Social Security has directed provincial and municipal Social Security offices during the process of receiving, resolving, and delivering results of administrative procedures not to request citizens to provide or present household registration books. The following points are to be noted:

Firstly, strict compliance with the Organization and Operation Regulations of the Receiving and Result Delivery Department for Resolving Administrative Procedures in a one-stop, inter-agency manner within Vietnam Social Security; ensuring that the document components comply with the regulations in the current Decision on Administrative Procedures issued by Vietnam Social Security; no additional documents beyond the stipulated requirements.

Secondly, personal identity verification applies to all cases submitting documents for resolving administrative procedures to ensure the correct resolution for the right individual. The verification information is accessed and processed through one of the following methods:

1. Through the function to retrieve citizen information from the National Population Database on the card and book management software as guided in Document No. 1796/CNTT-PM dated September 19, 2023, by Vietnam Social Security.

2. Via the electronic identification account of citizens displayed in the VneID application (for cases where citizens provide information through the VNeID application) as guided in Document No. 2048/BHXH-VP dated July 5, 2023, by the VSS on the use of integrated information and documents on VNeID in receiving documents and delivering results for administrative procedures.

3. Using online-connected reading devices with the National Population Database, including QR code reading devices or chip reading devices on chip-based citizen identity cards (if equipped by the VSS).

Thirdly, in cases where information retrieval through the aforementioned methods does not have data for verification, the officer receiving documents for resolving administrative procedures requests citizens to submit a copy or present valid documents certifying residence information: Residence Information Confirmation Certificate, Personal Identity Number Notification and citizen information in the National Population Database.

Fourthly, for administrative procedures requiring document submission at the place of residence but citizens submit documents elsewhere contrary to the residence indicated on the Citizen Identity Card or People's Identification Card (still valid), only the required components of documents are requested in compliance with the regulations in the current Decision on Administrative Procedures issued by the VSS; personal identity verification to ensure correct resolution for the right individual.

The VSS also requires provincial and municipal Social Security offices to publicly announce this Document on the Information Portal of the local Social Security and display it at the document receiving and result delivery department for administrative procedures. This aims to disseminate information widely, facilitate the process, and ensure citizen satisfaction in administrative procedure resolution in line with the Government's directives./.
