Social security agencies nationwide going towards digital transformation

Social security offices of central-level localities nationwide have promoted digital transformation and yielded fruitful results.

Bac Ninh Province

The digital transformation performed at the social security office of Bac Ninh Province has created favourable conditions for beneficiary businesses and people. Nguyen Van Lanh, 74 years old, is being treated for chronic obstructive pulmonary disease at Yen Phong District’s healthcare centre. Having joined health insurance for many years, he has almost all of his medical expenses covered. He said he no longer has to bring his health insurance card, related documents, or cash for health check-ups. All have been processed on chip-embedded ID cards or the social insurance app VssID.

“The integration of health insurance cards with chip-embedded ID cards has facilitated patients in the card’s management and payment. Patients and their relatives no longer have to wait for a long time like before,” he said. The Bac Ninh Social Security Office has performed public services at level 4 on the Vietnam Social Security (VSS) portal, worked with banks to run online payment systems, and built a national database on insurance. Social security offices at district, town, and city levels have always attached importance to digital transformation. All staff have been trained to use software to perform their tasks well.

Hau Giang Province

As of September 19, as many as 588,119 social and health insurance participants in the province have had their data verified on the national population database system, accounting for 92.87 per cent of total participants. All 95 healthcare centres in the province cover health insurance expenses using chip-embedded ID cards.

Nguyen Thi Ngoc Nu, a resident in Vi Thanh City, said, “I have been instructed to use my chip-based ID card for health check-ups. It’s convenient for the elderly like me not to have to bring along many papers.”

Online services have also been provided for birth registration, permanent residence registration, issuance of health insurance cards for children under six years old, death registration, providing unemployment allowances, and receiving medical check-ups for drivers.

As of September 19, Hau Giang Province has had 65,840 people install the VssID app, covering 106.2 per cent of the target assigned by VSS.

Lao Cai Province

Since the beginning of this year, more than 38,200 people in Lao Cai Province have installed the VssID app, reaching 103.96 per cent of the assigned task. Among them, over 34,600 accounts have signed in and used the app. Local authorities have held a campaign encouraging local people to install the app since early this year. Local police officers and social security staff have instructed local people to install and use the app when they visited the headquarters of communal People’s Committees for citizenship electronic authentication and identification. The province has also strengthened communication and offered support on social media channels like Zalo, Facebook, and the customer service hotline of the provincial social security office.

Binh Thuan Province

Implementing the Government's Project 06 on developing a national population database, local authorities of Binh Thuan Province have strengthened communication and instructed people and businesses to install and use the VssID app. The provincial and district/town-level social security offices have also encouraged the implementation of administrative procedures through electronic transactions and promoted cashless insurance payment. This aims to reduce travelling time and save expenses for employees and employers. The provincial social security office has raised public awareness of the benefits of using interconnected public services. The province has interconnected two online public services: "Birth Registration - Permanent Residence Registration - Health Insurance Card Issuance for Children under 6 years old" and "Death Registration - Removal of Permanent Residence Registration - Funeral Allowance". As of September 15, the entire province has integrated 94 per cent of the data of social insurance and health insurance participants with the national population database. 100 per cent of healthcare facilities in the province apply VssID and use ID cards for health check-ups.

Lam Dong Province

Local social security offices have updated ID card information on the national population database, with so far more than one million accounts verified, covering 93 per cent of the population.

All 168 healthcare facilities in Lam Dong Province have applied searches for health insurance information utilising ID card numbers. More than 127,700 searches for health insurance information have been conducted utilising chip-based citizen identity card numbers in September, bringing the total number of searches since the beginning of this year to more than one million. The local social security office has paid off insurance premiums and allowances without using cash.

About 301,550 people in Lam Dong installed VssID with 100 per cent of social security officers using the app.

Phu Yen Province

The insurance information of 777,790 people in the province has been verified on the national population database.

With nearly 650,000 successful searches for health insurance information using citizen identification cards, there are currently 119 healthcare facilities in Phu Yen that accept health insurance and use citizen identification cards for health examinations and treatment (reaching 100 per cent of the total number of health insurance facilities nationwide).

The local social security office has handled 931 documents of Birth Registration - Permanent Residence Registration - Health Insurance Card Issuance for Children under 6 years old.

Nearly 60 per cent of the elderly receive a pension without cash.

Dak Lak Province

The province has successfully interconnected two online public services: "Birth Registration - Permanent Residence Registration - Health Insurance Card Issuance for Children under 6 years old" and "Death Registration - Removal of Permanent Residence Registration - Funeral Allowance".
