Implementing Policies on Social, Health, and Unemployment Insurance Using Artificial Intelligence (AI)

On December 6th, in Vinh Phuc, Vietnam Social Security (VSS) organized a scientific seminar on "The Application of Artificial Intelligence (AI) in Implementing Social Insurance Policies, Unemployment Insurance, and Health Insurance (SI, UI, and HI)." VSS's Deputy Director General, Chu Manh Sinh, attended and delivered a speech at the seminar.

The seminar aimed to provide scientific information and arguments for understanding new foundational technologies that serve management activities and enhance service quality. Among the attendees were representatives from the Government Office, Ministry of Information and Communications, Ministry of Public Security, Vietnam Posts and Telecommunications Group (VNPT), FPT Corporation, Tecapro Company Limited, Vietnam Post Corporation, along with experts and scientists.

From VSS, representatives came from various units: the VSS Office, The Board of Commissioner Office, Financial-Accounting Department, Inspectorate Department, Department of Internal Audit, Legal Department, Department of Planning and Investment, the Department of Social Insurance Book and Health Insurance Card, Department of Social and Health Insurance Implementation, Center for Medical Claim Review, Communication Center, Customer Service Center, and Social Security Training School.

Moreover, delegates from several provinces and cities, including Hanoi, Ho Chi Minh City, Vinh Phuc, Thai Nguyen, Nghe An, Da Nang, Thua Thien - Hue, Kon Tum, Binh Duong, and Hau Giang, attended the seminar.

During the opening speech, Deputy Director General Chu Manh Sinh emphasized that Artificial Intelligence (AI) has addressed numerous human needs across various professions and fields in society. AI is an advanced and promising technology, offering many benefits such as processing large and complex data, enhancing work efficiency, and improving the quality of life.

He highlighted that VSS has gradually incorporated AI into its activities over the years, especially in managing extensive databases and handling substantial workloads.

Deputy Director General Chu Manh Sinh underscored that this seminar is among the efforts to actualize the goals, tasks, and solutions in applying AI to execute SI, HI, and UI policies. It serves as an opportunity for VSS officials directly engaged in the industry's digital transformation to connect, exchange ideas, and meet top experts from ministries, sectors, organizations, and enterprises in the field of information technology applications, digital transformation, and particularly AI applications.

At the event, the representatives from the Information Technology Center introduced notable results in applying IT and digital transformation within the VSS. The VSS has actively collaborated with relevant ministries and sectors to build a national insurance database. They have facilitated connections and data sharing between the national insurance database and other national databases and specialized databases, aiding state management and providing online public services. They have linked with over 13,000 healthcare facilities nationwide to receive data on proposed payments for health insurance costs. Furthermore, more than 621,000 businesses have conducted electronic transactions with social security agencies through the electronic information portal.

A significant highlight is VSS's utilization of biometric authentication on chip-embedded Citizen Identity Cards (ID cards) in health insurance processes and for receiving and delivering results for administrative procedures. They've cooperated with the Ministry of Public Security and equipment and service providers to pilot biometric authentication technology in health insurance in Quang Binh and Hanoi. This initiative involves biometric authentication for receiving documents and delivering results in the one-stop-shop division of social insurance offices in Binh Duong province and Dong Da district, Hanoi.

Regarding the AI application in implementing chip-embedded Citizen Identity Cards and the national population database, the Ministry of Public Security shared its experience. They emphasized the role and utility of new technologies, particularly Artificial Intelligence (AI), in deploying the national population database and chip-embedded ID cards, catering to citizens, businesses, organizations, and government agencies. These efforts align with the government's Project No. 06/CP.
