The official dispatch of the VSS emphasized that social and health insurance are two major policies of the Party and State and the main pillar of the social security system, contributing to progress, social justice, and ensuring stability of politics, economy, society and people's lives. Over the past time, the implementation of social and health insurance policies has always received the attention and direction of the People's Committees of the provinces and cities. However, due to the impact of the COVID-19 epidemic and changes in some policies, the number of participants of voluntary social insurance and health insurance has decreased significantly.

To fulfill the target of developing stable and sustainable social and health insurance participants in the spirit of Resolution No. 20-NQ/TW, Resolution No. 28-NQ/TW, Decision No. 546/QD-TTg and Resolution No. No. 69/NQ-CP, the VSS proposed the People's Committees of provinces and cities to assign development targets for participants of social and health insurance to the commune level; at the same time direct the promulgation of Resolutions and Action Plans to fulfill the target of social and health insurance coverage - considering this an important political task, as a basis for assessing the level of task completion for the authorities at all levels.

In addition, in line with the general goal of coverage of social and unemployment insurance of the whole country according to the Resolutions of the Party and the Government, in line with socio-economic conditions and the rate of increase of the local participants of social and health insurance in recent years, the VSS has proposed the minimum coverage rate of annual social insurance and unemployment insurance for each province and city in the period 2022-2025.

The VSS also proposed the People's Committees of provinces and cities to direct the competent agencies to strengthen information and communication on humanity and benefits when participating in social and health insurance; on the responsibilities of employers, agencies, units, organizations and individuals in paying full social and health insurance premiums for employees; creating positive changes of the whole province in the implementation of social security policies of the Party and State.

To balance the local budget's capacity to provide additional support for participants of voluntary social insurance, people from near-poor households, households of agriculture, forestry, fishery and salt production with average living standards, students and other objects in the area.

To regularly direct functional agencies to strengthen inspection, examination and supervision of payment of social and health insurance premiums for employees at employers' agencies and units; to strictly handle violations according to the provisions of law.

To consolidate and evaluate the activities of the steering committee for the development of participants in social and health insurance in the locality; to praise, reward and replicate effective implementation models in the development of participants of voluntary social insurance and household-based health insurance in the locality./.
