At the meeting, the head of the IT Center briefly reported on the results and progress of some key tasks in the implementation of the Government's Project 06 to the present time.

Accordingly, regarding the task of connecting and sharing data between the national database on population and insurance, the implementation of techniques to ensure step-by-step use of the citizen identity card, and the application of electronic identification (VNEID) to replace paper health insurance cards for medical treatment covered by health insurance, up to September 12, 2022, the VSS system has verified 50,545,888 demographic information contained in the national database on insurance and population. At the same time, the VSS has also provided and shared over 60,317,337 times of social and health insurance information records for the national population database for application deployment. Up to this time, nationwide, there were 11,190 health insurance facilities that looked up information on health insurance cards using the citizen identity card to serve medical care covered by health insurance (accounting for about 88% of the total number of health care facilities covered by health insurance nationwide) with 1,797,501 searches.

Regarding the implementation of integration and provision of online public services on the National Public Service Portal: VSS has now successfully provided the service on the Renewal of health insurance cards for households with deductions for payment on the VSS' Public Service Portal. As of September 12, 2022, there have been 119 renewals of health insurance cards for households with deduction of premiums received and resolved by the VSS' system.

Regarding the application of biometric authentication technology based on biometric information integrated on the chip-based ID cards and on the data of the national database on population, VSS has been coordinating with the Ministry of Public Security to deploy the biometric authentication technology based on biometric information integrated on the chip-mounted ID card and on the data of the national database on population to limit and prevent profiteering when paying and enjoying social, health and unemployment insurance benefits.

Regarding the pilot implementation of the online scheduling system to support individuals and organizations coming to work at the social security agency, the head of the IT Center said that this feature will be opened on the VssID application on VSS' public service portal and the hotline 19009068. Individuals and organizations can use their electronic transaction accounts to log in to place requests, or declare some information to set up a working schedule.

At the meeting, Duong Tuan Duc - Director of Center for Medical Claim Review presented about the application of artificial intelligence (AI) in health insurance assessment in terms of the necessity, trends and international experience. According to Duc, by implementing this application, the VSS will have the advantage of a large source of data that is constantly updated and supplemented, especially in the assessment of health insurance with over 15 billion records of more than 1 billion visits for health care in recent years. From this data source, the IT system can classify and create training courses for AI to learn, system and analyze, thereby contributing effectively to the management and warning of risks and abuses in the inspection of health insurance of the industry.

At the meeting, leaders of relevant units gave opinions on each task and work content, showing great efforts in implementing Project 06, basically completing assigned requirements and progress. The application of biometric authentication technology based on biometric information integrated on the chip-based ID cards and on the data of the national database on population is assessed to have great benefits when applied to the "One-stop shop” system and handle documents and public affairs of the industry.

The AI application in the assessment of health insurance is highly evaluated in terms of ideas, its practicality and feasibility. However, it is necessary to carefully study, learn from international experiences for piloting.

Concluding the meeting, General Director Nguyen The Manh highly appreciated the results achieved in the implementation of Project 06 of the affiliated units; at the same time, requested to continue to make efforts, and complete the assigned tasks, striving to connect and share data between the national database on insurance and population to meet the minimum requirements of 95% by 2022.
