Promulgating VSS' e-Government architecture version 2.0

On September 19, 2022, the General Director of Vietnam Social Security (VSS) signed and promulgated Decision No. 2358/QD-BHXH approving the e-Government architecture of VSS, version 2.0.

This is an updated, supplemented and developed version from the e-Government architecture of VSS, version 1.0 (issued on August 28, 2018).

The main updates and additions compared to Version 1.0 include:

- Updating contents on strategic orientations, industry development plans, e-Government development objectives/orientations for the period 2020-2025;

- Updating contents of component architecture to ensure compliance with the Vietnam e-Government architecture framework, version 2.0 on the basis of the reference models specified in the Vietnam e-Government architecture framework, version 2.0;

- Updating contents on mechanisms, policies, technical standards of IT application; list of tasks and implementation roadmap of the e-Government architecture of VSS, version 2.0.

With those additions and updates, VSS' e-Government architecture version 2.0 was built to establish the basis and orientation for the process of building e-Government at the VSS and serve as a reference base for the IT architecture of local social security agencies; contributing to improving the effectiveness and operational efficiency of state agencies of the industry, enhancing the publicity and transparency of information, providing better public services to people and businesses, and building the e-Government of the sector, towards digital social insurance, digital government and digital economy.

For specific purposes, the e-Government architecture of VSS version 2.0 aims to:

- Determine the master plan on IT application of VSS, including components and relationships between components, associated IT application with professional activities;

- Orient and implement computerization of professional processes in VSS systematically and implement the program of reforming administrative procedures and operations in the direction of publicity and transparency to effectively implement and facilitate benefit people and businesses;

- Shape the model of connection, interconnection, integration, sharing of information and data, restructuring of information infrastructure; improve flexibility when building components and information systems according to actual conditions;

- Serve as a basis for determining the components and IT systems that need to be built; the roadmap and responsibility for implementing e-Government at the VSS;

- Serve as a basis for proposing and implementing tasks/projects on IT application of VSS; strengthen the ability to monitor and evaluate investment, ensure synchronous IT application deployment, limit duplication, save costs and deployment time of agencies and units.

In the implementation organization, the General Director of VSS assigned the IT Center to provide the document on the e-Government architecture of VSS version 2.0 to the relevant units; organize propaganda, popularization and guide the implementation and compliance with the e-Government architecture of VSS version 2.0; organize the implementation of the e-Government architecture of VSS version 2.0 according to the approved roadmap and included in the Plan on IT application to develop digital government and ensure network information security in the operation of the VSS of the Industry annually; monitor, urge, check the situation and evaluate the level of implementation and compliance with the E-Government architecture of VSS version 2.0 to ensure appropriate objectives and approved contents; propose and report to the General Director to review and adjust the content of the e-Government architecture of VSS version 2.0 on the changes in the situation and actual requirements for implementing IT applications to develop digital government and ensure network information security at the VSS.

The VSS' units shall comply with the implementation of IT applications to develop digital government and ensure network information security according to the E-Government architecture of VSS version 2.0, and send annual reports on the results of assigned tasks to the IT Center to summarize and submit to the General Director./.
