Ho Chi Minh City: 1,209 Enterprises with Outstanding Social Insurance Debts be inspected and examinated

In the first five months of 2023, Ho Chi Minh (HCM) Social Security Office conducted inspections and examinations on 1,209 enterprises with outstanding social and health insurance debts, including employees’ unpaid social, health, and unemployment insurance premiums.

According to Lò Quân Hiệp, Director of HCM City Social Security Office, the implementation of social insurance policies has been stable. However, many businesses delay or even don’t pay regulated social and health insurance premiums for their employees.

To address this issue, HCM City Social Security Office has proactively collaborated with relevant departments and local authorities to develop and implement a plan for inspection and examination. It aims to timely detect, prevent, and strictly handle violations by organizations and individuals.

Specifically, decisions were issued to conduct inspections and examinations on 1,209 enterprises, achieving 41% of the plan set by the VSS. Through examination and inspection, it was found that the delayed or unpaid social and health insurance contribution premiums amounted to VND 38 billion. After the intervention of the Social Security Office, the enterprises immediately rectified the situation, resulting in a recovery of VND15.5 billion (over 40% of the identified issues)…

As of May 31, the total collection of social, health and unemployment insurance in the city reached VND 32,899.42 billion, accounting for 38.36% of the planned target and representing a 12.70% increase compared to the same period of 2022. However, there are outstanding debts from enterprises for social, health, and unemployment insurance, amounting to VND 3,956.75 billion, which accounts for 4.61% of the premiums collection target.

The Director of Ho Chi Minh City Social Security Office stated that in the last seven months of 2023, they shall continue to conduct inspections and examinations to businesses that violate social, health  and unemployment insurance policies. They plan to complete 1,740 inspection and examination turns to meet the targets set by VSS. Additionally, based on the actual situation, there will be increased unexpected inspections. Following the inspections, HCM City Social Security Office will provide recommendations to the Chairman of the People's Committee or the Director of HCM Social Security Office to apply administrative penalties to individuals and organizations that violate the laws on social, health and unemployment insurance. Furthermore, there will be enhanced coordination with the HCM Public Security to initiate criminal proceedings against entities that fail to comply with the decisions on administrative penalties.
