On August 16, 2023, in Hanoi, the Working Group for the Implementation of VSS’ Project 06 held a regular meeting to assess the progress and discuss solutions for the upcoming tasks. Deputy Director General Chu Manh Sinh, the head of the Working Group, chaired the meeting.

The report on the implementation results of the tasks by the Working Group for the Implementation of VSS’ Project 06 indicates that as of August 14, 2023, the system has verified 90,141,567 demographic records in the database managed by the VSS (including over 81.3 million individuals participating in social, health, and unemployment insurance, accounting for 93% of the total participants) with the national population database. Furthermore, the system of the VSS has provided and shared 130,249,454 records of social and health insurance information with the national population database. As of August 14, 2023, there have been 12,569 healthcare facilities implementing health insurance card services using chip-embedded citizen identity cards (reaching 98% of the total number of healthcare facilities nationwide) with 37,746,383 successful inquiries of health insurance information using the citizen identity card for health insurance procedures.
The VSS has conducted process restructuring, issued administrative procedures, integrated, and provided the service of family-based health insurance card renewal with deduction of contribution amount on the VSS Portal and the national public service portal since July 2022. As of August 14, 2023, the VSS system has received and processed the renewal of 21,726 health insurance cards through the family-based health insurance card renewal service (including cases of renewal for two or more individuals with contribution deduction and individual renewal for each person).

As of August 14, 2023, the provincial and city-level social security agencies have received and processed 75,236 applications for issuing health insurance cards for children under 6 years old, and 2,179 applications for funeral expense assistance. These processes have been implemented through two interconnected public services: Birth Registration - Permanent Residence Registration - Health Insurance Card issuance for children under 6 years old, and Death Registration - Removal of Permanent Residence Registration - Funeral Expense Support - Burial Allowance.
Regarding the Unemployment Allowance Resolution public service, as of August 14, 2023, the VSS has received 216,311 cases from the national public service portal to verify and calculate the unemployment insurance contribution periods for the purpose of providing unemployment benefits to employees. For the Voluntary Social Insurance Registration public service, as of August 14, 2023, the VSS’ system has received and processed 3,182 registration and contribution transactions for voluntary social insurance. The Registration and Health Insurance Card Issuance public service for individuals participating only in health insurance has been implemented on the VSS Portal and integrated into the national public service portal since July 13, 2023. The Lump Sum Social Insurance Benefit Resolution public service has been implemented on the VSS Portal and integrated into the national public service portal since July 21, 2023.
Additionally, in terms of reviewing and restructuring administrative procedures to support the implementation of Decree No. 104/2022/ND-CP, dated December 21, 2022, which amends and supplements certain provisions of decrees related to the submission and presentation of household registration books, temporary residence papers, and other documents during administrative procedures, the VSS has completed the process restructuring, issued decisions, and announced the administrative procedures related to the submission and presentation of household registration books, temporary residence papers, and confirmation of information at the place of residence under the responsibility of the VSS.
The VSS has also made significant efforts to implement non-cash payment for insurance benefits. As of now, approximately 62% of beneficiaries of social insurance and occupational accident insurance receive their benefits through personal bank accounts in urban areas. This represents a 1% increase compared to 2022, surpassing the target set by the Prime Minister three years ahead of schedule (by 2025, 60% of pension, social insurance, and unemployment benefits recipients in urban areas are expected to receive non-cash payments). Specifically, monthly pension and social insurance benefits account for around 43%, lump-sum social insurance benefits for about 92%, and unemployment benefits for approximately 98%.
It is worth noting that the implementation of Directive No. 05/CT-TTg dated February 23, 2023, by the Prime Minister, on May 12, 2023, the Party Affairs Committee of the VSS also issued Resolution No. 362-NQ/BCS to strengthen the implementation of Project 06 throughout the entire VSS sector. On August 11, 2023, the VSS issued an Action Plan to implement Resolution No. 362-NQ/BCSĐ on strengthening the implementation of Project 06. This plan specifies the targets and tasks (as stated in Decision No. 1177/QD-BHXH) to effectively implement the objectives set forth in the Resolution of the Party Affairs Committee of the VSS and the tasks assigned in Directive No. 05/CT-TTg by the Prime Minister.
In his directive, Deputy General Director Chu Manh Sinh acknowledged and highly appreciated the results achieved in the implementation of Project 06 by the sector and the Task Force. Deputy General Director Chu Manh Sinh emphasized that the Task Force has a significant workload, faces considerable pressure, and requires its members to regularly review and evaluate the tasks that have been and are being implemented. He urged the Task Force to closely monitor and actively support and supervise the local Task Forces, encouraging a sense of responsibility and creativity in carrying out their duties. There are several important tasks that need to be promptly implemented and completed according to the schedule and objectives assigned in the Action Plan recently issued by the Party Affairs Committee of the VSS.
Regarding the implementation of biometric authentication on chip-embedded ID cards, efforts are being made to accelerate the progress of the project to upgrade and expand the electronic transaction software of the VSS in order to adjust and enhance the software to meet the requirements of implementing biometric authentication applications in social insurance procedures and delivering results for administrative procedures. There is also a project to equip identification and authentication solutions on the platform of chip-embedded ID cards, which will be implemented at the One-Stop Department of the provincial and district-level social security agencies.
