The Director-General of VSS, Nguyen The Manh, conducted the inspection at the collection point of social and health insurance at the Central Post Office Center 3 (Dong Da, Hanoi)

Accordingly, on August 3, 2023, the VSS issued Official Letter No. 2381/BHXH-TST to send to the social security agencies in provinces and centrally-governed cities regarding the implementation of the function to verify and provide information on the payment amounts of participants in social and health insurance.

With this new function, when citizens submit their voluntary social and health insurance payments to collection staff from service organizations in the area (such as Post Office, PVI, Viettel...), the collection staff will update the information into the management software system of the service organization, which is automatically connected to the management software system of the VSS. The system will immediately provide the Confirmation Code and information (Full Name, social insurance number, date of submission, payment amount, participation type, number of payment months) to the participants through one of the following forms: direct notification, text message, email, printed document, etc.

In particular, to enable citizens to use the provided Confirmation Code to directly look up their payment information online on the Electronic Information Portal of VSS at: https://baohiemxahoi.gov.vn (select Online Inquiry - select Inquiry of recorded information on social and health insurance payments, enter the Confirmation Code to retrieve the information).

To record the actual implementation process, on the afternoon of August 3rd, Director-General Nguyen The Manh visited the social and health insurance premium collection point at Postal Center 3 (40 Alley 360 Xa Dan, Dong Da, Hanoi) and the social and health insurance premium collection point at PVI Ha Thanh (60 Alley 221 Ton Duc Thang, Dong Da, Hanoi). During the exchange with citizens who came to make voluntary social and health insurance payments at the collection points, Manh stated that according to the Management Regulations of the social and health insurance service organization, provincial and municipal social security offices have signed authorization contracts for the collection of social and insurance payments with service organizations, carrying out the collection and management of insurance payments, issuing social insurance records and health insurance cards to participants. The collection service organizations have actively accompanied and fulfilled their tasks, becoming the "extended arm" of the sector in communication, development, and ensuring the rights and benefits of participants. However, due to various reasons, in practice, there are still cases where collection staff from service organizations delay the submission of payment amounts from participants to the social security agency as regulated, which affects the rights and benefits of social and health insurance participants.

To address this situation, the VSS has upgraded and added functions to verify the payment information of social and health insurance participants through various forms, utilizing information technology platforms and digital transformation. This allows participants to have additional tools and information to coordinate, cross-check, and verify the timing and amount of their payments into their own funds for collection staff and service organizations. This also promotes transparency and ensures timely access to participation rights based on the principles of payment and entitlement," shared Manh.

Having witnessed the declaration, payment, and retrieval processes of collection staff and citizens, Director-General Nguyen The Manh has requested that units under the VSS regularly monitor and grasp the situation, timely propose solutions to any issues that arise during the implementation process, continue to improve the software functionality to comply with management regulations, and provide guidance to service organizations on data connection and exchange, confirmation, and payment information of social and health insurance participants. Particularly, guidance should be given to citizens on how to understand and utilize the inquiry function on the Electronic Information Portal of the VSS.
