Vietnam Social Security: Electronic transaction registration for individuals under 18 years old without ID cards

To continue implementing the Government's Decree No. 45/2020/ND-CP dated April 8, 2020 on the implementation of administrative procedures in the electronic environment and to ensure the full implementation of professional processes on electronic transactions in the fields of social insurance, health insurance, unemployment insurance, Vietnam Social Security has just issued Official Letter No. 702/BHXH-IT on supplementing instructions for implementation of electronic transactions for individuals.

Accordingly, Vietnam Social Security requires the social insurance agencies of centrally-affiliated cities and provinces to perform the following contents:

First, to deploy electronic transaction registration for individuals under 18 years of age who do not have identity cards or citizen identification cards.

There are two ways to register, specifically:

- To register through parent or guardian account. Note: Parents or guardians need an electronic transaction account connected to the social insurance agency.

- To register directly on the Vietnam Social Security's Public Service Portal.

Second, to continue to accelerate the implementation of electronic transaction registration for individuals with the following notes:

- The directors of social insurance agencies of provinces and cities shall direct the decentralization and assignment of responsibilities to the officers of the departments and divisions participating in the verification and approval of electronic transaction registration for individuals.

- To receive and store electronic transaction registration documents connected to the social insurance agency of the individual in accordance with the instructions and regulations.

- Do not approve the application file on the system when the documents required by the regulations are insufficient.

- Do not return electronic transaction registration documents of individuals who lack ID photos, portraits and birth certificates (for individuals under 18 years old). The reception officer will make an addition when people come to the social insurance agency to complete the electronic transaction registration procedures.

- People are not required to print their declarations when coming to the social insurance agency to complete the electronic transaction registration procedures. In case people come to verify and approve without bringing the declaration, the receiving officer will request people to provide information about the dossier number or the social insurance number in the message sent by the Vietnam Social Security after submitting the registration dossier successfully. To collate, verify information, print declarations and get signatures of individuals registering, approving and activating accounts and guiding people to set up and use VssID - Digital Social Insurance.

- To receive, verify, approve, and guide people coming to complete the electronic transaction registration procedures but previously chose another social insurance agency when registering online (people are allowed to go to any social insurance agency in the Vietnamese social insurance system to complete the registration procedures).

Implementing the Government's Resolution on e-Government development, in recent years, Vietnam Social Security has made great efforts to reform administrative procedures, apply information technology and modernize the administrative system, with a vision to e-Government in the field of social insurance. Up to now, Vietnam Social Security has completed the provision of level 4 services for all administrative procedures of the Industry, bringing many benefits to people and businesses. In the coming time, the social insurance industry will continue to make efforts together with ministries, branches and localities in order to build an e-Government and provide more and more utilities, helping reduce time and costs and bringing satisfaction to organizations and individuals when performing transactions with the social insurance agency./.
