HCMC's Social Security: To further promote non-cash payment of social insurance benefits

In order to strengthen non-cash transactions in the field of social insurance, health insurance and unemployment insurance, recently, Ho Chi Minh City Social Security has issued a document assigning targets to promote non-cash payment in 2021.

Accordingly, the Ho Chi Minh City Social Security requires the Office, professional departments, Thu Duc Social Security Office and social insurance agencies of districts to develop the number of pensioners and beneficiaries of social and unemployment insurance connecting with professional software for automatic accounting in order to continue improving the ATM-based payment rate.
With the non-cash payment method, monthly pensioners and social and unemployment insurance beneficiaries no longer need to physically come to receive money and sign the payment list. In order to effectively controlling the COVID-19 epidemic, payment via ATM cards has helped beneficiaries limit travel, contact and ensure safety and social distancing in accordance with the direction of the Prime Minister.
For employees enjoying the sickness, maternity, convalescence and recovery benefits, lump-sum social insurance allowance and unemployment benefits, non-cash payment also contributes to limiting the status of employers' misappropriation and delaying payment of short-term benefits to employees, ensuring participants receive the benefits fullly, quickly, accurately and timely as prescribed.
For the payer, the implementation of this method ensures cash safety during transportation and storage, avoids errors and reduces pressure and time in the payment management and intermediate steps.
In 2021, the Ho Chi Minh City Social Security will coordinate with the Employment Service Center to achieve the target of 98% of the beneficiaries of unemployment insurance through individual accounts; to promote the application of information technology, perform electronic transactions, use digital signatures in information exchange and sharing between the social insurance agency, the bank and the post office, etc.
