55 public services to be provided and integrated on the NPSP in 2021

The Prime Minister has just approved the List of online public services to be provided and integrated on the National Public Service Portal (NPSP) in 2021.

In the list of online public services to be integrated and provided on the NPSP in 2021, 11 services in the public service group have been used to conduct the plan to simplify administrative procedures and citizenship documents related to residential management such as: issuing, re-issuing, and replacing citizen's identity cards; confirming the ID number when a citizen's identity card is issued; Registered permanent residence; Temporary registration; Declaring temporary absence; Notice of stay; Joint birth registration-permanent resident registration-issue of health insurance cards for children under 6 years old; issuing ordinary passports, etc.

In addition, the newly issued category has 44 services in the group of essential online public services according to the assessment of the UN's E-Government Development Index, such as: Extension of temporary residence, issuing visas for foreigners in Vietnam; Granting construction permits for individual houses; Providing information on construction planning; Registeration for the national high school graduation exam and applying for university and college admission; Primary enrollment registration (preschool, primary school, junior high school, high school); Registration and issuance of number plates of motorcycles and mopeds; Change of driving licenses issued by the transportation industry; Personal tax declaration; Paying taxes and registration fees (for individuals, businesses); Payment of tuition fees; Payment of hospital fees, etc.

In the list of online public services that to be soon integrated and provided on the NPSP by 2021, there are 48 services at level 4.

In addition to the online public services approved above, based on the practical conditions of ministries, branches and localities, ministers, heads of ministerial-level agencies, General Director of Vietnam Social Security and Chairmen of People's Committee of provinces and centrally-run cities, to approve the list, roadmap and responsibilities of affiliated agencies and units in the integration and provision of online public services and online payment under the management on the Portal in 2021; and to ensure that the minimum rates are met as prescribed in the Government's Resolution No. 01 dated January 1, 2021 on the main tasks and solutions to implement socio-economic development plans and state budget estimates for 2021.

The Government Office is responsible for leading and coordinating with ministries, agencies and People's Committees of centrally-affiliated cities and provinces to research and improve user experience towards mobile application development of the NPSP, with a view to enabling people to use only one application for connecting and performing online public services and online payments by ministries, agencies and localities, as well as providing libraries so that other applications of ministries, branches and localities can be integrated and connected to create more utilities for people and enterprises; pilot implementation of other advanced authentication solutions such as digital signature authentication integrated in the application on mobile devices to serve the provision of online public services on the NPSP as the basis for replication, meeting professional and technical requirements.
