Vietnam Social Security officially launched the specialized digital signature authentication service

On December 24, 2020, the Ministry of Information and Communications held a Ceremony to award the certificate of registration for the provision of specialized digital signature authentication services for the Vietnam Social Security (VSS).

According to Certificate No. 604/GCN-BTTTT dated December 17, 2020 of the Ministry of Information and Communications, Vietnam Social Security was provided with a specialized digital signature authentication service with the transaction name CA-VSS, providing for individuals and organizations of VSS under the provisions of Decree No. 89/2020/ND-CP dated August 4, 2020 of the Government and used in activities in the social insurance industry in accordance with the law.

Mr. Nguyen Thien Nghia, Director of the National Electronic Authentication Center (Ministry of Information and Communications), said that after receiving the application for registration of the provision of specialized digital signature authentication service of VSS, the National Electronic Authentication Center (NEAC) conducted a dossier review, inspection of safety standards, information security, equipment infrastructure, software issuance system, and specialized digital signature management of VSS. Acknowledging VSS has fully met the prescribed conditions and requirements through assessment, the NEAC has reported and submitted to the Minister of Information and Communications for approval and issuance of a certificate of registration for the provision of specialized digital signature authentication services for the VSS.

Speaking at the Certification Awarding Ceremony, Mr. Le Vu Toan - Deputy Director of IT Center (VSS) said, VSS is currently managing and operating about 30 IT systems providing public services for organizations and individuals, management softwares and operations within the industry. In 2020, the total number of electronic transaction records received and processed by the Vietnam's social security industry has reached more than 81 million, showing that the demand for electronic transactions between organizations and individuals and social security authorities is huge. Along with that, all the internal business softwares of the industry are currently being centrally and consistently implemented and deployed online (on the web).

Until now, the Vietnam's social insurance industry has been granted nearly 4,000 digital signatures by the Government Cipher Committee to organizations and individuals in the Industry (for Deputy Head/Deputy Director of district-level social security office or higher) serving the need of electronic transactions, digital signature, information authentication and exchange of documents inside and outside the industry. However, there are still more than 15,000 employees and contract workers of VSS (who are not holding managerial positions) that have not been issued with digital signatures. These officers often have to perform tasks on the management software system of the industry, have the need for electronic transactions or use digital signatures to confirm, exchange and exploit information and data that requires integrity, safety and confidentiality of information in the network environment, etc.

Stemming from the above demand, VSS has deployed a specialized digital signature issuance and management system within the industry. After a period of research and implementation, the system has now been completed, approved and certified by the Ministry of Information and Communications. This is an important milestone in the development of the Vietnam's social insurance industry.

Mr. Le Vu Toan emphasized, digital signature acts as the identity card or the citizen identification of each individual or organization on cyberspace. Therefore, the issuance of digital signatures for all officials of the Vietnam's social insurance industry will help the implementation of professional activities, settlement of administrative procedures for organizations and individuals participating and enjoying the regime and policies of social, health and unemployment insurance run faster, more accurately, safely and strictly, improving the accountability of staff and management efficiency of the sector.
