2,277 damaged and lost health insurance cards are reissued on the National Public Service Portal

Right from the opening of the National Public Service Portal (NPSP), Vietnam Social Security (VSS) has actively integrated and provided the industry's public services and administrative procedures on the NPSP.

Implementation of Decisions: Decision No. 411/QD-TTg dated March 24, 2020 of the Prime Minister approving the List of Integrated Services, provided on the NPSP in 2020; Decision No. 15/2020/QD-TTg dated April 24, 2020 of the Prime Minister on providing regulations on the implementation of policies to support people facing difficulties due to the COVID-19 pandemic; Until now, 15 public services and administration procedures of the Industry and those linked with other ministries and branches have been provided on the NPSP.

Up to now, VSS has received over 220 complaints and recommendations from people and businesses. The complaints and recommendations focus on issues such as problems in implementing online payment for renewal of health insurance cards by households, solving difficulties for businesses and workers due to the COVID-19 epidemic, which have been promptly resolved by the professional units of the VSS and the social security agencies of the provinces and cities, meeting the requirements of people and businesses.

In addition, VSS has: Received and re-issued 2,277 health insurance cards due to damage or loss on the NPSP; Received online payments through the NPSP, extended the household-based health insurance cards (2,533 cases), continuous payment of voluntary social insurance premium (796 cases) and compulsory social insurance, health insurance and unemployment insurance (69 cases) on the NPSP; Received and processed 899 records (317 valid and 582 invalid) requesting support due to the COVID-19 impact from the NPSP.

VSS has connected, integrated and shared the online payment system (Payment Platform) of the NPSP. Thereby, it has successfully connected and integrated 03 online payment services on the NPSP: Renew household-based health insurance cards; Continuous payment of voluntary social insurance premium; Premiums of compulsory social insurance, health insurance, unemployment insurance, occupational accidents and diseases. There have been 3,398 successful payments so far.

VSS has deployed SS server (Security Server), coordinated with Information Technology Center (Government Office) to install SS server and upgrade resources for SS server to meet operational requirements for actual action in providing national public services; to 24/7 monitor server operations with performance monitoring tools (RAM, CPU, DISK, etc.), to monitor the operation of services on SS server and private connection between VSS and the Government Office to promptly coordinate with the Government Office in immediate handling when an incident occurs. The supervision, inspection, administration and operation of the system, ensuring information safety and security are implemented by the VSS under ISO/IEC 27001: 2013 standards on information security management systems.

In addition to the above encouraging results, there are still some shortcomings such as: The online payment process of "Compulsory social insurance, health insurance, unemployment insurance" (for employers) is built similarly to the "Continuous payment of voluntary social insurance premium" (for individuals), as a result, there are still problems during the implementation process. Specifically: In order to perform the online payment service of "Paying compulsory social insurance, health insurance and unemployment insurance premiums", at the interface of the bank or the payment intermediary, users must log into the account of the Director (account holder) of the enterprise to log in and perform transactions, or the Director must perform procedures to authorize an accountant for payment. Currently, only a number of banks support the authorization of payment for public services on internet banking or mobile banking interfaces.

To overcome the above difficulties and problems, and to effectively operate the NPSP, VSS has a number of proposals and recommendations to the Government Office as follows: To complete the investigation module and manage the cash flow from the time people or businesses perform payments until the money is transferred to the service provider to ensure strict management, timely capture of information, better serving the people and businesses. To direct units to deploy the building of the NPSP, the banks or payment intermediaries to coordinate with related units to soon complete the online payment process for the units or enterprises, etc.
