Viet Nam Social Security develops national database on public office workers

Prime Minister Nguyen Xuan Phuc has just signed Decision No 893/QD-TTg approving the scheme on building a national database of civil servants and public employees in state agencies.

The overall objective of the project is to build, manage, update data regularly, organise the exploitation, use and storage of national databases of civil servants and public employees in a synchronised manner nationwide, contributing to improving the efficiency of the management of civil servants and public employees in state agencies towards modernisation as one of the important components in the process of constructing and building e-government, towards a digital economy and society.

The database collects, integrates and shares data on civil servants and public employees in state agencies to serve the policymaking process of the Prime Minister and State agencies.

The database is developed in accordance with the Viet Nam e-government and integrated with existing databases.

It provides high-end verification mechanisms.

Information and data on civil servants, officials and organisational apparatuses of state agencies are standardised, synchronised and guaranteed with maximum security, safety and confidentiality when integrated into the national database located at the Ministry of Home Affairs.

The model of the national database system of public servants and employees in state agencies is a decentralised model, organised as follows:

The national database archived at the Ministry of Home Affairs, built and managed by the Ministry of Home Affairs, including basic information on civil servants, organisational apparatus and payroll to serve macro management; and identify employees at all levels on cyberspace. Information is integrated and synchronised from the database of state agencies to the Ministry of Home Affairs through an integrated platform, national data sharing and related technical solutions, in solutions to share and synchronise with other databases such as databases on organisational structures, personnel and payrolls, social insurance databases, residential databases, etc.

Each ministry and locality develops their own database on public servants.

Prime Minister Nguyen Xuan Phuc assigned the Ministry of Home Affairs to elaborate and promulgate regulations on information standards, technical regulations on data, regulations on exchange and confidentiality in general, as a basis for ministries, branches and localities to implement./.
