VSS: Application of the Quality Management System TCVN ISO 9001: 2015

On May 20, Vietnam Social Security issued Decision No. 746/QD-BHXH on the plan to convert the construction and application of the Quality Management System from the National Standard TCVN ISO 9001: 2008 to the National Standard ISO 9001: 2015 for the operation of the Industry.

According to the plan, the conversion and application of the Quality Management System  national standards TCVN ISO 9001: 2015 will be applied to the activities of units directly under the Vietnam Social Security; social security authorities of provinces and cities directly under the Central Government and those of districts, towns and provincial cities. Specifically, it will be applicable to administrative procedures under the jurisdiction of Vietnam Social Security and procedures on resolving internal affairs at each unit.

This conversion is to logically implement the process of handling tasks, in accordance with the provisions of law during the performance of the units’ tasks. At the same time, it shall improve the quality of the management and settlement of administrative procedures for organizations and individuals participating in social insurance, health insurance and unemployment insurance; ensure consistency, transparency, modernity and efficiency in the management and provision of public administrative services of the social security industry.

It is expected that by June 2021, 100% of the administrative procedures under the jurisdiction of Vietnam Social Security shall be implemented in accordance with the ISO 9001: 2015 process. Accordingly, Vietnam Social Security will issue a framework model of the Quality Management System on the settlement process of administrative procedures and internal affairs. The provincial and district social insurance authorities shall base on which in order to to develop the required contents.

Regarding personnel consolidation, ISO planning and training has 04 steps: To review and strengthen the Steering Committee for the construction and application of the Quality Management System following the National Standard TCVN ISO 9001:2015; To elaborate and issue conversion plans; To research, select and sign consultancy and training contracts with organizations with granted certificates of eligibility for consultancy and training (as stated in Circular No. 26/2014/TT-BKHCN dated October 10, 2014 by the Ministry of Science and Technology); to provide knowledge and conversion methods.

Regarding the conversion of the deveopment and application of the Quality Management System according to the National Standard TCVN 9001:2015 at the Vietnam Social Security Agency and the social security industry, 08 steps are included as follows: To survey and assess the real situation of the application of the Quality Management System of the units in the social security industry system; To develop and promulgate a framework model of the Quality Management System according to the National Standard TCVN ISO 9001:2015 for social security agencies of provinces and districts, for the model of the Quality Management System of Vietnam Social Security and its units; To develop and update the Quality Management System following the National Standard TCVN ISO 9001:2015; Practical application of the Quality Management System has been estalished and updated according to the National Standard TCVN ISO 9001:2015 after being approved by the head of the agency; To train a professional team to assess the internal quality management system according to the TCVN ISO 9001:2015; To carry out internal assessment of the Quality Management System in order to check the conversion of application and overcome nonconformities; To conduct a review from the leadership; To advance the Quality Management System according to the National Standard TCVN ISO 9001:2015; To confirm the validity of the Quality Management System according to the National Standard TCVN ISO 9001:2015; To officially announce the Quality Management System that meets the National Standard TCVN ISO 9001:2015.
