Emulation Block 2 consists of 11 units: Media Center, Social Security Newspaper, Social Security Magazine, IT Center, Institute for Social Security Science, Training Institute for Social Security Operation, Archive Center, Northern and Southern Center for Medical Review and Tertiary Care Payments, Project Management Board of Investment and Construction of social security industry, Management Board of IT projects.

In the first 06 months of 2020, the emulation and commendation work of Emulation Block 2 has always received close attention from the Party Committees and the VSS Leaders; along with the coordination of the Awards & Emulation dept, VSS has managed to effectively launch and implement emulation and commendation movements in a timely manner.

The leaders and Party committees of the units in the Block are well aware of the role and significance of emulation and commendation and have been thoroughly giving directions. They considered this as a motivation to encourage the public servants and contract labors to successfully complete the assigned tasks.

The promotion of emulation movements in 2020 of the Industry with a theme that is concise, realistic and easy to implement has created favorable conditions for the units in the Emulation Block 2 to deploy their movements.

One of the important advantages is the system of legal documents, regulations and guidelines of the Industry on emulation and commendation work is the consistency and synchronism; the contents and forms of the launching emulation movements in 2020 of the Industry and the Block of each unit are associated with the implementation of political tasks, therefore, it has been actively responded by workers.

The contingent of public servants and contract labors is well-trained, has strong professional qualifications, always promotes the spirit of self-reliance and builds solidarity relationships. Also, they are dedicated to work, actively participate and enthusiastically respond to emulation movements launched by the Industry, the Block and the units.

Following the contents of the emulation movements launched by VSS, the units of Emulation Block 2 have concretized into the emulation content and theme associated with the political tasks of each unit, directing the deployment of solutions with diverse contents and forms: 100% of the units issued the Emulation and Commendation Plan of 2020; 100% of the units registered for emulation in 2020 of individuals and collectives; 100% of the units signed the emulation covenants in 2020 right from the beginning of the year.

Along with the advantages, there still remain difficulties affecting the quality of the emulation movements. For example, the member units in the Emulation Block have different functions and tasks and the headquarters operating in many locations, leading to certain difficulties in organization of the movement and experience sharing among units in Block 2.

In the first 6 months of the year, the situation of COVID-19 epidemic had complicated developments, affecting the entire economic and social life, therefore, it greatly affected the implementation of the task and organization of emulation movements in the Block.

The tasks set for the whole sector in general and units in the Block in particular on the performance of tasks under Resolution No. 28/NQ-TW of the 12th Central Committee of the Communist Party and Resolution No. 21/NQ-TW of the Politburo have increasingly high requirements for management and improvement of the service quality in the context of international integration.  On the other hand, the volume of professional work is increasing, staffing requirements tend to be streamlined, the public servants and contract labors exist fluctuations (including officials working in emulation and commendation).  At the same time, the fact that officials working on various emulation tasks has also affected the implementation of the patriotic emulation movements of the block.

Directing the conference, Deputy General Director Nguyen Dinh Khuong acknowledged and appreciated the results that Block 2 has achieved, specifically, the units in the block that have promptly launched and responded to emulation movements.  The emulation has come into order and been regularly and continuously maintained, effectively implementing the emulation movements in all fields. The Deputy General Director emphasized the outstanding achievements of each unit in the Block, and directed the units to pay more attention to the thematic and unexpected emulation movement.  Each public servant in the Industry should promote creativity, meaning each individual must have at least one initiative in order to more effectively improve the performance.  On the other hand, heads of units also need to pay attention to the emulation movement and foster the advanced examples, in which they should consider this as a lever to complete political tasks. The movement must be stronger, more vibrant, contributing to successfully complete the set out political objectives, etc.

In order to implement the emulation and commendation work of the Emulation Block 2, which achieved high results in the last months of 2019, Deputy General Director Nguyen Dinh Khuong suggested the Block to strengthen training and guidance for staff in the units to solve difficulties;  to pay more attention to checking and supervising the implementation of emulation and commendation work;  to enhance the propaganda of the Party's guidelines, the State's policies and laws on the state-owned economic groups in various ways to improve the efficiency of the State-owned economic corporations; to strengthen internal solidarity, promoting collective intelligence in order to successfully fulfill the assigned tasks; to regularly organize exchange activities among units for experience sharing.

On this occasion, Deputy General Director Nguyen Dinh Khuong awarded the Emulation Flag and the Certificate of Merit from VSS for individuals and collectives with outstanding achievements in 2019/2020.
