VSS: The efforts made in collection and developing objects in 2020 in the ‘new normal’

On June 8, Vietnam Social Security (VSS) has just issued Official Letter No. 1788/BHXH-BT and sent to social security agencies of provinces and cities directly under the Central Government on the tasks of collection and development of the participants in social insurance and health insurance in 2020 in the ‘new normal’.

Accordingly, to perform the tasks of collecting and developing the subjects participating in social insurance, health insurance and unemployment insurance in 2020 during the ‘new normal’ to both promote socio-economic development and effectively fight against the epidemic, VSS requires the Director of the social security authorities of provinces and cities directly under the Central Government (collectively referred to as the provincial social security body) to perform the following:

Regarding the development of compulsory social insurance participants: Assign the head of the provincial social security agencies to be in charge of the field, the head of the collection management department; the specialized officials to grasp the situation of each unit and the district social security body; to monthly evaluate the results of the assigned tasks.

To review the laborers and wages at businesses affected by the COVID-19 epidemic; to develop a specific weekly work plan with all businesses affected by COVID-19 (directly at the unit or to invite businesses to come) to share and grasp the situation of the production and business, plans for employment of each month, quarter, year (the employees who continue to participate in social insurance; who terminate labor contracts; who take unpaid leaves; who have their labor contracts suspended; etc.). To agree with enterprises in getting the compulsory social insurance premiums covered for employees in accordance with regulations when the epidemic ends. These actions shall be completed in June 2020.

To review employees who have not participated in compulsory social insurance from the data provided by the tax office. To build detailed weekly, monthly and quarterly plans on the number of businesses that are investigated, exploited and developed in the participants of compulsory social insurance from the tax agency data for each employee. To assign leadership to be in charge, urge, monitor and take responsibility for the progress and quality of the assigned individuals.

Based on weekly specific plans, review, investigate, exploit and develop participants of compulsory social insurance and organize acceptance, assessment of implementation results. Update the data timely and fully after investigating and surveying the businesses.

For units that do not comply with paying social insurance, health insurance and unemployment insurance premiums for employees, unexpected specialized inspection of payment in social insurance, health insurance and unemployment insurance will be conducted; there will be documentation to transfer investigating agencies requesting criminal handling in accordance with the law.

Regarding the development of subjects participating in voluntary social insurance and household health insurance: Assign the head of the provincial social insurance, the Head of Communication and Object Development Department and specialized officials to firmly grasp the situation of socio-economic development of local, customs, people's income, etc. On that basis, identify potential target groups (laborers in craft villages, small traders in markets, freelance workers with stable incomes, etc.) to focus on exploiting and mobilizing subjects participating in voluntary social insurance and household health insurance.

To strengthen propaganda and advocacy in many appropriate forms. Focus on maximizing the influence of village elders, village chiefs, religious dignitaries, village heads, etc. in propaganda and campaigning. Especially, to praise collectives and individuals who have initiatives and outstanding achievements in mobilizing people to participate in voluntary social insurance and household health insurance; families and individuals who mobilized a great number of people to participate in voluntary social insurance and household health insurance.

Build specific plans and assign weekly, monthly and quarterly targets of expanding participants of voluntary social insurance and household health insurance to the collection agency system in the area, details to each collecting agent staff and checking and accepting plans and targets for each week.

Continue to effectively organize customer conferences to mobilize and develop subjects participating in voluntary social insurance. Monthly estimate the number of conferences to be held, the venues, the invited to attend the conference, the number of people registered to participate in voluntary social insurance and implementation results. Monthly submit the List of participants who must pay voluntary social insurance and health insurance (Form D08a-TS attached with Decision No. 505/QD-BHXH dated March 27, 2020 of the VSS) to the collection agency for social insurance and health insurance to urge and mobilize the subjects to continue participating.

Regarding encouragement to contribute to social insurance, health insurance and unemployment insurance premiums: Submit monthly notices of results of payment of social insurance and health insurance premiums (Form C12-TS) and supervise on directly sending the Form C12-TS to the employers directly according to regulations.

For enterprises that have suspended the contributions of social insurance premiums to the retirement and survivorship fund: Regularly encourage enterprises to fully fund for premiums of sickness, maternity, labor accidents, occupational diseases, health insurance and unemployment insurance to ensure benefits for workers. At the end of the temporary suspension period, urge the units and enterprises to promptly pay premiums and compensate for the retirement and survivorship fund in accordance with regulations. For units that owe payment of social insurance and health insurance premiums (except for the suspended), unexpected specialized inspection shall be made in accordance with the guidance by VSS.

Regarding the implementation of the 2020 revenue plan: the Director of the provincial social security agency shall drastically direct, gather all resources and synchronously implement suitable solutions to the actual situation of each locality to reach the targets of collection of social insurance, health insurance and unemployment insurance under the Decision No. 06/QD-BHXH dated February 11th, 2020 of VSS on the assignment of revenue and expenditure estimates in 2020.

Every 2 weeks, a report shall be sent to the VSS. May any problem arise in the course of implementation, promptly report to the VSS for consideration and settlement.
