As in the Resolution, VSS issued an Annual Implementation Plan (in 2020 – 2025 period) to ensure the following objectives: To reduce and simplify unnecessary, unreasonable and illegal regulations, which may act as a barrier and cause difficulties for businesses and people in the current documents; To save time and costs for businesses and people in complying with regulations related to business activities.

According to the plan, VSS will specify the content of tasks, time, expected-to-be-completed products and responsibilities of the relevant units during the process. At the same time, benefits will be quantified for businesses, people and society, ensuring the goal of state management. Accordingly, there will be 4 specific tasks set by the VSS in this Plan, namely:

In June 2020, VSS will formulate a plan on preparation and implementation. Especially, VSS will receive and synthesize feedbacks and recommendations from enterprises and people on regulations that are no longer suitable or may cause difficulties for business activities via the National Public Service Portal or dialogues and consultation.

Deploy statistics, update data and calculate the costs of compliance with regulations related to business activities under the management of VSS. By October 31, 2020, the Government Office will summarize and report the results of statistics and calculation of compliance costs related to business activities in 2020.

Execute the review, evaluation and calculation of compliance costs after the simplification; propose measures to reduce and simplify business regulations for enterprises.

After the reduction and simplification plan has been approved by the heads of the industry, the professional units of VSS according to the assigned functions and tasks, will conduct the plan on the simplification of business regulations for enterprises. The results will be publicized and published on the Government's website, the VSS Portal and the provincial and municipal social security portals./
