VSS creates favourable conditions for health insurance card bearers to enjoy benefits amid COVID-19 pandemic

The Ministry of Health (MoH) on April 17, 2020 sent Document 2146/BYT-BH to Viet Nam Social Security, provincial departments of health, medical facilities under MoH, healthcare departments under other ministries and State agencies on the payment of medical expenses related to the COVID-19 pandemic on the principle of creating favourable conditions for patients.

People who have health insurance cards when being sent to centralised quarantine camps will have medical expenses covered by the Government. The health insurance fund pays for medical examination and treatment for other diseases within the scope of entitlements and the level of health insurance.

Health insurance card bearers under treatment at medical facilities which are locked down will also have their medical expenses (for treatment of diseases not COVID-19) covered by Viet Nam Social Security.  

In case a medical facility is locked down or tasked to treat COVID-19 patients, the local department of health in collaboration with Viet Nam Social Security’s local branch will be responsible to guide people registered to have examination and treatment at the facility to go to other local hospitals.

Those who cannot have reexaminations at appointed medical facilities due to COVID-19 will have their facilities guide them to receive medicines or transfer to other proper hospitals.

People bearing health insurance cards and having follow-up appointments can go to medical facilities in time frames not stated in their appointments. Based on patients’ conditions, the prescribing of medicine for elderly patients and patients requiring long-term treatment must not exceed three months.

Medical facilities are asked to plan on buying and stock enough medicines for patients during the pandemic./.
