Proceeding authorization files and collecting one-off social insurance claim on behalf of others: Temporarily not available

In Official Letter No. 1165/BHXH-ST sent to the Ministry of Labor, War Invalids and Social Affairs, Vietnam Social Security clearly stated that: According to the current law provisions, the social insurance book is issued and assigned to each employee to keep track of contributions and enjoyment of social insurance benefits as a basis for settling social insurance and unemployment insurance regimes. Acts of buying, selling, transferring, pledging or mortgaging social insurance books are regarded as law violations.

Recently, Vietnam Social Security has directed the social insurance agencies of provinces and cities to closely coordinate with functional agencies, police, labor, trade unions, local press agencies, etc. to enhance propagation towards a large number of workers and people about the provisions of the law on social insurance; recommend employees not to purchase or sell social insurance books or sign authorized contracts of one-off social insurance claim or collect unemployment benefits on behalf of others without plausible reasons; coordinate with the police to investigate and handle acts of impersonating Facebook accounts named after social security agencies in accordance with the current law on social insurance.

For strict management of social insurance books in settling social insurance regimes according to the provisions of law and ensuring workers' rights and preventing the above cases, Vietnam Social Security proposed that the Ministry of Labor, War Invalids and Social Affairs uniformly gives permission to social insurance authorities at all levels to temporarily not accept workers' authorization files or collecting one-off social insurance claim on behalf of others, except for cases where the employee is sick or has an occupational accident (enclosed with the medical facility's certification of the health status of the authorized person) to avoid abuse and the fraudulent trade occurring in daily lives.
