VSS maps out seven key tasks for thrift practice and wastefulness combat

The Vietnam Social Security (VSS) has launched a programme on thrift practice and combating wastefulness in 2020 in order to mobilise all sources to accomplish social security targets.

The building and implementation of the programme which has been mentioned in the Decision 584/QĐ-BHXH plays a key role in completing socio-economic development plan and targets this year, and serves as a basis to realise goals of the programme during 2016-20 period.

The VSS has mapped out seven key tasks as follows:

Firstly, continuing to effectively implement social security resolutions and directives of the Party and the State (Resolution No.21/NQ-TW, Resolution No.28-NQ/TW, Decision No.1215/QD -TTg dated July 23, 2013 and Decision No.1167/QD-TTg dated June 28, 2016).

Implementing laws on social security, health insurance, employment, labour safety, pharmacy and bidding.

Evaluating, proposing changes and solutions for effective implementation of social security, health insurance and unemployment insurance policies.

Secondly, focusing on measures to combat wastefulness in using social security, health insurance and unemployment insurance funds; ensure revenue and expenditure balance.

Continuing to expand the system of agents collecting voluntary social security and household health insurance nationwide.

Promoting sectorial and inter-sector inspection; drastically implementing measures to reduce social security, health insurance and unemployment insurance debts.

Settling and paying insurance premium in a timely, complete and right manner; ensuring benefits for participants.

Thirdly, complying with the law on State budget and Government’s regulations on VSS’s financial management mechanisms. Investing in social security, health insurance and unemployment insurance funds in accordance with the laws, focusing on low-risk, effective and safe investment.

Fourthly, speeding up the implementation and disbursement of capital; managing, closely monitoring and improving the efficiency of using public investment capital; managing and using public assets complying with the 2017 Law on Public Property Management and Use.

Fifthly, continuing to implement the project on renewing and reorganising VSS apparatus towards improving the quality and operation efficiency.

Changing and completing regulations on functions, tasks, powers and organisational structure of VSS units in relevance with practical conditions and requirements of science and technology application.

Streamlining staff associated with restructuring, improving personnel quality and efficiency

Saving regular expenditures to reform the salary regime.

Sixthly, continuing to reform administrative procedures, promote IT application in managing professional activities.

Seventhly, tightening fiscal discipline, saving 10 per cent of regular expenditures; ensuring that by 2021, at least 10 per cent of public non-business units will be reduced compared to 2015. About 10 per cent of units will be able to run financial autonomy mechanism; reducing 10 per cent of VSS’s spending on public units compared to 2011-15 period./.
