Acts of buying, selling and collecting social insurance books are illegal and handled according to the law

Recently, on the social network, a Facebook page was recorded to impersonate the Social Insurance of Binh Duong Province to advertise and liquidate social insurance books for profiteering from employees. Facing this problem, Vietnam Social Security affirmed that the buying, selling and collecting social insurance books in any form are illegal and strictly punished according to the law.

Impersonation of social insurance agencies and collection of social insurance books for personal gain

Taking advantage of workers being unemployed in the COVID-19 epidemic situation, a number of individuals used a Facebook account called "Social Insurance of Binh Duong Province" to collect and sell social insurance books.

When workers are short of money or do not want to go to the social insurance agency to complete the procedures and receive the money, they would contact the phone number posted on this Facebook account to sell the book.   However, the amount of money received by the workers will be much lower than the actual amount withdrawn from the social insurance agency. This gives rise to "buying agents" to buy social insurance books. In fact, the social insurance book is not a property object allowed to be pledged, mortgaged or purchased as in the regulations. Acts of pledging, mortgaging or buying and selling employees' social insurance books and then carrying out procedures for declaration of lost or damaged social insurance books for re-issuance shall be the case of making false declarations and handled according to the legal provisions.

After acknowledging the incident, the Social Insurance of Binh Duong Province conducted information verification and informed that until now, the Social Insurance of Binh Duong Province does not own any official Facebook account. The provincial social insurance body only uses the web portal at: https://binhduong.baohiemxahoi.gov.vn.

At the same time, Social Insurance of Binh Duong Province has sent a dispatch to the Police Department, the Department of Information and Communications of Binh Duong Province requesting verification and prevention of the above-mentioned impersonating acts to ensure the legitimate rights of workers when participating in social insurance and health insurance and strictly handle individuals or organizations impersonating state agencies in cyberspace for self-seeking purposes, especially during the COVID-19 epidemic.
