Guidance on the implementation of Directive No. 16/CT-TTg on urgent measures for prevention and control of COVID-19

The Government Office has just issued Document No. 2601/VPCP-KGVX conveying the Prime Minister's directtion on the implementation of Directive No. 16/CT-TTg on urgent measures for prevention and control of COVID-19.

Accordingly, Prime Minister Nguyen Xuan Phuc requires strict compliance to social distancing in accordance with the requirements of Directive No. 16/CT-TTg, ensuring social distancing among people and the community.

In order to minimize the risk of community spread, people are required to stay at home. In case of going outside, it is mandatory to wear masks and wash hands with soap or disinfectant solution; do not gather more than 2 people in public places, outside the workplace, schools and hospitals and must keep a minimum distance of 2m from each other.

3 necessary cases allowed to go outside include:

1. Buying food, foodstuff, pharmaceuticals and other essential goods and services;

2. Emergency cases such as: emergencies, medical examination and treatment; natural disasters, fires, etc.

3. Working at authorized agencies, units, armed forces, diplomatic agencies and facilities. Specifically, the facilities allowed to continue operating include: factories and production establishments; traffic and construction works; business establishments providing services and essential goods (such as food, medicine; petrol, oil; electricity; water; fuel, etc.); educational institutions, banks, treasuries, service-providing establishments directly related to banking activities and business supplements (such as notaries, lawyers, registry, registration of secured transactions, etc.), securities, post, telecommunications, support services for transport, import and export of goods, medical examination and treatment, funerals, etc.

The heads of the above-mentioned facilities are responsible for ensuring absolute safety and implementing all anti-epidemic measures, including: Strictly compliance to wearing masks; Providing sufficient equipment and supplies of epidemic prevention and control according to regulations and recommendations of health agencies; Requiring workers to submit medical reports, comply with measures to restrict movement, contact and communication; Temporarily suspending non-urgent activities, reduce employee gathering; Strictly organizing and managing the transportation of workers (if any) to the workplace to prevent the risk of the epidemic spread.

In case of failing to meet the above requirements, the operation must be stopped. Local health agencies shall guide, inspect and supervise the prevention and control activities at the above-said establishments.

Chairman of Provincial People's Committees shall decide and publicize the types of production, business and works establishments that must temporarily suspend operations.

The Prime Minister requests to basically discontinue activities of public passenger transportation, except for cases of public duty, shuttle bus for workers, experts, insulators, vehicles transporting production materials and goods. Minimize the operation of personal vehicles.

Ensure smooth operation of goods and raw materials for production. Localities immediately shall abolish measures to stop and prohibit people and vehicles from entering and exiting their localities not in accordance with Directive No. 16/CT-TTg.

The heads of agencies, units, organizations and enterprises are responsible for organizing at-home work tasks in accordance with their specific conditions without delay, especially for definite-term jobs as stated in the law and public services serving people and businesses.

Related ministries, agencies and localities shall take initiative in adjusting the epidemic prevention and control measures, ensuring appropriateness towards the above-mentioned contents; coordinate and solve arising problems under the authority; strictly handle violations; promptly report to the Prime Minister on arising problems.
