The use of primary health care funding in COVID-19 prevention and control

Vietnam Social Security has just issued Official Letter No. 1046/BHXH-CSYT dated March 31, 2020 on the use of primary healthcare funding to purchase disinfectants and soaps in the fight against COVID-19.

Educational institutions, agencies, organizations, units, etc. are allowed to use the remaining PHC funding to purchase equipment for anti-epidemic work.

Accordingly, Vietnam Social Security receives a report from the social security authorities of provinces and cities directly under the Central Government asking for suggestions about a number of educational institutions, agencies, organizations and units requesting the use of primary health care funding for pupils, students and workers in order to facilitate the prevention and control activities of COVID-19 epidemic.

Since the situation of COVID-19 epidemic has increasingly been complicated, based on the recommendations of localities to ensure health care for pupils, students and employees, Vietnam Social Security has actively seeking opinions and reaching agreement with the Ministry of Health on this content.

Specifically, Vietnam Social Security requests provincial social insurance to unify with educational institutions, agencies, organizations, units, etc. using the remaining primary health care funding (after purchasing medicine and medical supplies for first aid, initial management, etc. and guaranteeing primary health care for pupils, students and workers as regulated) to purchase antiseptic water, soap, masks, etc. for the fight against the COVID-19 epidemic.

During this complicated period of the COVID-19 epidemic, the Vietnam Social Security always upholds the political determination of the entire sector, with all levels and branches joining hands to combat COVID-19, proactively bringing propose solutions to further ensure the benefits of participants in social insurance and health insurance./.
