VSS promotes the movements of "Digital Literacy"

The emulation movement focuses on nine key tasks including:

* Promoting dissemination, education, and breakthroughs in innovative thinking among VSS staff about digital transformation, science and technology development, innovation, and reform of leadership, management methods, and operational models from “traditional to digital space based on digital data”.

* Building digital infrastructure and platforms, and proactively pilotting new solutions and technologies to meet requirements and accelerate the digital transformation process based on the principles of modernity, synchronicity, safety, security, efficiency, and cost-effectiveness.

* Promoting digital transformation; applying science, technology, and innovation in the operational activities; enhancing digital application in administrative reform, administrative procedures.

* Strengthening research and development of science and technology; gradually applying digital technologies, especially blockchain, artificial intelligence, big data... in organizational management and operation, contributing to transparency, accountability, and corruption prevention.

* Developing the quality of training, developing, and employing high-quality human resources and talents to meet the requirements of scientific development, technological innovation, and digital transformation; widely implement the “Digital Literacy Movement.”

* Ensuring information security and data safety

* Strengthening international cooperation in science, technology, innovation, and digital transformation; learning from the best practices of leading countries in digital transformation.

* Ensuring cybersecurity and network security.

* Increasing the application of information technology and digital transformation in implementing the internal procedures.
