VSS continues to cut administrative procedure processing time

Vietnam Social Security (VSS) has fundamentally ensured the effective implementation of its plan to reduce the time required for resolving administrative procedures, achieving a reduction of 31.62%. It will continue to make further reductions to reach a rate of 43.21% this year.
VSS continues to streamline administrative procedures in the social insurance (SI) field and reduce the required documentation based on available data. Specifically, VSS focuses on simplifying criteria on declaration forms, and increasing the proportion of interactive electronic forms through data connection and sharing with the National Population Database to verify personal identities. VSS has also made efforts to connect and synchronize with data from the health and justice sectors, and currently available data in the National Population Database. For data already received from relevant agencies, organizations, and individuals that are valid as substitutes for paper documents, VSS does not require resubmission during administrative procedure processing.
Regarding the results of connecting and sharing data between the National Population Database and the National Insurance Database, VSS’s system has successfully authenticated over 100.2 million citizen records in its database. Among these, approximately 90 million people have participated in or received benefits from SI, HI, and UI, accounting for 99.21% of the total participants, excluding the dependents of armed forces and military personnel.
As of September 2025, 100% of HI medical facilities have adopted HI medical examination and treatment using chip-based Citizen ID cards. The VSS system has successfully met the demand for looking up HI card information using the Citizen ID or personal identification number, with a total of over 270 million successful lookup transactions, effectively serving HI medical procedures.
Regarding the integration and provision of online public services, the entire VSS system has processed 2,030,117 records, including 2,009,567 records for issuing HI cards for children under 6 years old; 19,901 records for resolving funeral allowance; and 649 records for resolving survivor benefits.
The VSS system has also received and processed 24,295 transactions for voluntary SI registration and payment; 100,248 cases for registration, card issuance, and renewal of HI cards; and 469 records for the public service of resolving lump-sum SI benefits as part of the pilot group using digital signature authentication integrated into mobile applications for online public service delivery.
In the deployment of the electronic health book, there have been 441,238,259 data submissions from HI medical examination and treatment facilities to the VSS system. Of these, 190,032,325 successful lookups of health check-up records, referral slips, and follow-up appointment slips have been interconnected with the National Population Database for integration into the VNeID application.
The synchronized deployment of Project 06 has helped the VSS system optimize the utilization and exploitation of its database. As a result, the work of resolving and disbursing benefits is carried out in a timely, rapid, and accurate manner, with the goal of bringing the services and convenience to people and businesses in all transactions with VSS./.
