The Ministry of Finance: launching three innovation and expert networks in strategic technologies

On August 25th, the Ministry of Finance organised a ceremony announcing three Innovation and Expert Networks in strategic technologies: Quantum Technology (VNQuantum), Cybersecurity (ViSecurity), and Aviation, Aerospace, and Unmanned Aerial Vehicles (UAV Viet Nam). Deputy Prime Minister Nguyen Chi Dung attended and spoke at the event.

The three newly established Innovation and Expert Networks are part of the Viet Nam Innovation Network, which has been supported by the National Innovation Centre (NIC) under the Ministry of Finance since 2018. They aim to implement the Party and State’s policies on attracting and utilising talent, absorbing global technological advances, and maximising the intellectual potential of the nation, particularly Vietnamese experts and intellectuals abroad.
To date, the NIC has sponsored the establishment of 10 Viet Nam Innovation and Expert Networks across 22 countries and territories, with over 2,000 members including leading experts, chief engineers, and chief architects in key industries. It has also supported the creation of five specialised Innovation and Expert Networks in strategic technologies working with universities, research institutes, and enterprises to address major national challenges.
Speaking at the announcement ceremony, Deputy Prime Minister Nguyen Chi Dung acknowledged and praised the Ministry of Finance and NIC for continuing to play a central role in gathering intellectual resources, spreading benefits, and connecting the strategic technology innovation ecosystem at home and abroad, thereby helping Viet Nam deepen its integration with global value chains, and advance towards leadership in several strategic sectors. This, he noted, would significantly contribute to breakthroughs in science, technology, innovation, and digital transformation, advancing the country’s socio-economic development.
He also expressed his hope that the three strategic technology innovation and expert networks would work closely with the Government, ministries, and enterprises to develop strategies, formulate policies, and promote research, development, and application of new technologies. He stressed that such efforts would help turn the nation’s “difficult problems” into “great opportunities” for the future. “The Government is committed to supporting and creating the most favourable conditions for these networks to operate effectively and contribute meaningfully to national development,” the Deputy Prime Minister affirmed.
In his opening remarks, Deputy Minister of Finance Do Thanh Trung affirmed that the establishment of the three specialised networks under the Viet Nam Innovation Network represents another step in building and developing a global Vietnamese intellectual ecosystem—a robust community of innovation and strategic technologies that will serve as a driving force enabling the country to advance and compete in critical areas.
Globally, quantum technology, cybersecurity, and aerospace (UAV) are emerging as three strategic pillars shaping the future of the world economy, security, and defence, with market values projected at hundreds of billions to trillions of USD in the coming decade.
With its young workforce, broad application potential, and large market demand, Viet Nam holds a golden opportunity to integrate deeply into global value chains and gradually become a hub for innovation in these strategic fields.
