Patients are in emergency conditions, unconscious, or deceased, and fail to present HI card information before hospital discharge.

The HI participants under the management of the Ministry of National Defence or the Ministry of Public Security who lost their HI cards but have not yet been reissued ones, or the HI card information is erroneous or inconsistent and has not been rectified by VSS at the time of completion of the medical examination, treatment, or hospital discharge.

HI participants whose HI contributions are paid by the state budget but their HI cards have not yet been issued, except cases specified in Clause 1, Article 50 of this Decree.

Patients shall be reimbursed for the entirety of medical examination and treatment costs within the scope of benefits and benefit levels, from the date they are determined as beneficiaries covered by the state budget, but for whom reimbursement has not been made due to the absence of HI cards.  

Patients receive emergency care at medical facilities that do not have a contract for the provision of HI-covered medical services. Patients shall be reimbursed for the entirety of medical examination and treatment costs within the scope of benefits and benefit levels that have not yet been paid under the Law on HI.

In cases, HI participants whose beneficiary group has changed to a higher level of HI entitlement but their new HI cards have not yet been issued, VSS shall directly reimburse the difference between the two benefit levels.

Patients purchase medicines or medical equipment on their own as prescribed in Articles 58 and 59 of this Decree: the reimbursement of costs for medicines and medical equipment shall be implemented under Decree No. 70/2015/NĐ-CP dated 1st September 2015 of the Government.

HI participants receive medical examination and treatment during the period when their cards are revoked, temporarily withheld, or temporarily locked as stipulated in Clauses 1, 2, and 3, Article 12 of this Decree, without fault on the part of the participants, patients shall be reimbursed for the entirety of medical examination and treatment costs within the scope of benefits and benefit levels applicable to their beneficiary category./.
