Workers to register information about social insurance and unemployment insurance in the national database

Approximately 60% of working-age workers have not yet had their employment information collected, making it difficult for management agencies to access and ensure them benefit from social policies.

Therefore, the amended Law on Employment which has recently approved by the National Assembly adds provisions regarding the construction of a labor database.

Accordingly, the development and management of the labor database and the labor market information system is the responsibility of the state to support the development of the labor market. This database will be connected and synchronized with the National Comprehensive Database, the National Database on Population, and other relevant databases.

From January 1, 2026, according to Article 17 of the amended Law on employment, workers are required to register five groups of information, including:

Basic information: Full name; personal identification number; date of birth; gender; ethnicity; and current residence.

Education qualifications: General education; Vocational education; Higher education; Vocational skill certificates and other certificates.

Employment status and needs group.

Social insurance and unemployment insurance information group.

Other characteristics and unique features of the registrant.

The amended Law on Employment also stipulates that employers and employees will register and adjust these groups of information when participating in social security schemes. In case workers do not participate in these schemes, they must submit a registration or an update of labor registration information to the labor registration office.
