The electronic social insurance book to be issued no later than January 1, 2026

In accordance with the provisions of the 2024 Law on Social Insurance and Decree No. 164/2025/ND-CP dated June 29, 2025, issued by the Government regarding electronic transactions in the social insurance (SI) field and the national insurance database, the social insurance book will be provided in electronic form on January 1, 2026 at the latest and will have the same legal validity as the paper ones (which will be issued upon request by the participant).

The 2014 Law of SI that the social security office is responsible for "issuing the standard forms of the SI book, and related documents of voluntary SI, and unemployment insurance upon the agreement of the Ministry of Labor - Invalids and Social Affairs."

Based on the provisions of the 2024 Law on SI, to ensure the timely issuance of the electronic SI book, VSS has proactively researched and proposed to the Ministry of Labor - Invalids and Social Affairs regarding the draft sample of the electronic social insurance books.

According to Clause 2, Article 8 of Decree No. 164/2025/ND-CP dated June 29, 2025, the electronic social insurance book is to be created by the Ministry of Finance using electronic means. Currently, alongside the process of streamlining the organizational apparatus with agencies and localities across the country, VSS has also actively completed the electronic format of SI book to seek the direction of the Ministry of Finance to ensure timely issuance in line with legal requirements.

The electronic SI book contains data and has the same legal value as the paper ones. The process of issuing and managing the electronic social insurance book is expected to remain unchanged. In cases of fraud or forgery detection, the social security offices shall temporarily revoke the electronic SI book to protect the workers' rights and ensure accurate, transparent management of the SI participation information.

The implementation of the electronic SI book aligns with the Party and State's policies on administrative procedure reform, IT application, promotion of electronic transactions, and expansion of online public services at levels 3 and 4. It also enhances the efficiency of SI management and increases satisfaction for citizens and businesses, as follows:

For SI participants

They can regularly monitor and promptly update their policies’ contributions. The electronic social insurance book is used to carry out related administrative procedures online, saving time as they are not neccessary to reapply for a social insurance book in case of lost or damage. They also do not need to keep or present the paper books while claiming SI and unemployment insurance benefits.

For employers

It reduces the administrative procedures workload related to issuing SI books for workers.

For the social security office

The electronic SI book provided on the VNEID and VssID applications helps save printing and issuing costs and labor for SI books and health insurance cards. Especially, it addresses issues related to the buying, selling, pawning, transferring, and mortgaging SI books, which affect workers' rights.

Linking data with the employment service centers will promptly detect and prevent the improper unemployment insurance benefit claims. Storing data in the database also facilitates easier searching, tracking, and checking, and reducing the space needed for record storage.

For the employment service centers

Implementing the electronic social insurance book on the VNEID and VssID applications, connecting data between the employment service centers and the social security office, allows participants to submit applications online without visiting the employment service center in person. This helps alleviate the burden on these centers and facilitate access for participants.
