Vietnam Social Security (VSS) strives to constantly improve its professional processes, provide the best and most convenient public services, meet the requirements of ensuring national social security, and more comprehensively serve the peoples and businesses in social, health, and unemployment insurance.

Implementing the Resolution No. 30-NQ/TW of the Politburo on "National Cyber Security Strategy", recognizing the importance and significance of ensuring cyber information security is the core task to create digital trust, building an honest, civilized, healthy network environment, preventing violations of law in cyberspace, VSS recently organized an online conference on ensuring network information security in 2024 to 63 social insurance agencies of provinces, cities and districts, towns nation-wide, aimed at creating a change in awareness and action on ensuring network safety and security for all civil servants and employeess and workers in the whole Vietnam's social insurance industry, contributing to the successful implementation of the national digital transformation goal.

Along with that, VSS has been drastically implementing continued tasks and solutions under Decision No. 06/QD-TTg dated January 6th, 2022 of the Prime Minister (Project 06). In the first 4 months of 2024, VSS has coordinated with the Ministry of Public Security of Vietnam to connect and share data between the national population database and the national insurance database. To April 12nd, 2024, the system has authenticated over 96.4 million demographic information in the national insurance database with the national population database, of which more than 86.7 million peoples are participants and beneficiaries of social, health, and unemployment insurance (excluding armed forces and military relatives).

Coordinate with relevant ministries and branches to deploy techniques to gradually ensure the use of chip-embedded Citizen Identification Cards (CCCD), application of National Electronic Identification (VNeID) to replace paper health insurance cards in health insurance medical examination and treatment. Up to now, across the country, 100% of health insurance facilities have deployed health insurance medical examination and treatment by using chip-embedded Citizen Identification Cards. There have been over 77 million successful searches of health insurance card information by using Citizen Identification Cards to serve health insurance and  medical examination procedures. With the implementation of health insurance medical examination by using Citizen Identification Cards, health insurance patients only need to use Citizen Identification Cards to carry out medical examination procedures, helping to simplify procedures, saving time for both patients and medical staff, and the social insurance agency also saving costs for printing and issuing health insurance cards.

Implementing the Project 06, VSS has deployed online public services (DVC) on the National Service Portal: Integrating payment deduction calculation in renewing household health insurance cards; Currently, this service has been integrated into the service "Registering for payment and issuiance of health insurance cards for the only participants in health insurance". To April 12nd, 2024, the VSS system received and processed 43,788 cases of registration for payment, issuance of health insurance cards, and renewal of health insurance cards by using this service.

Integrate information, deploy VssID application (integrate social insurance book information on VNeID application, integrate VNeID account with VssID). To April 12nd, 2024, VSS has successfully coordinated to conduct the provision of social insurance book information to the VNeID application; Make adjustments and upgrades to the VssID application to meet connection requirements and integrate the VNeID account with the VssID application (log in to the VssID application with the VNeID account).

Connect birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old; Connecting death registration - Permanent residence registration deletion - Funeral allowance: To April 12nd, 2024, social insurance of provinces and cities has received and processed 802,093 applications for health insurance cards for children under 6 years old and 10,108 dossiers requesting settlement of funeral expenses were made through 02 connected service groups.

VSS has coordinated with the Government Office, Ministry of Labor, War Invalids and Social Affairs to integrate the public service for resolving unemployment benefits on the National Service Portal. To April 12nd, 2024, VSS has received from the National Service Portal to confirm and pay the unemployment insurance payment process for 409,875 cases to serve the settlement of unemployment benefits for employees.

Implement services under the Decision No. 422/QD-TTg dated April 4th, 2022: By April 12nd, 2024, VSS has completed the integration of 03 online services under the Decision No. 422/QD-TTg: (1) Registering to participate in voluntary social insurance: receiving and processing 8,049 transactions of registering and paying voluntary social insurance contributions; (2) Registering and issuing health insurance cards for the only participants in health insurance: receiving and processing 49,769 cases by using this service; (3) Settlement of one-time social insurance benefits: there are 104 new documents arising for this service, of which 73 are valid.

Deploy the application of biometric authentication technology based on biometric information integrated on chip-mounted Citizen Identification Cards and on data from the national population database; Coordinate with the Ministry of Health to deploy electronic Health Books, linking data on birth certificates, death notices, and health examination certificates to serve Project 06; Coordinate with the Ministry of Transport to link driver health examination data for online renewal and re-issuance of driver's licenses; Deploy the Work Scheduler utility; electronic social insurance collection and payment system (Ecopay);...

It can be seen that, with regularly updated databases and extensive IT systems, the interconnection and data sharing of the Vietnam Social Insurance industry with ministries, branches and localities helps to standardize data and improve quality of management, reform, and interconnection of administrative procedures, contributing to building and developing a digital government, economy, and society, better serving the peoples, units, and businesses.
