Referring to this issue, General Secretary Nguyen Phu Trong mentioned that in the past 10 years, our country has developed, achieved numerous results, and important accomplishments, clearly demonstrating the increasing superiority of our system.

The economy, culture, and society have developed steadily and harmoniously. The people’s material and spiritual life across the country have been markedly ameliorated. Vietnam is a leading country in poverty reduction, achieving the United Nations' millennium development Goals and sustainable development goals.

Social policies are continuously being improved to enhance the quality and level of benefits, expand coverage in a fair and progressive manner, approaching international standards. These policies fundamentally ensure the people's well-being as stipulated by the Constitution. Moreover, preferential treatment policies and honors are effectively implemented for those who have made significant contributions.

The labor market mechanism is gradually being perfected. Employment for workers is fundamentally ensured. The healthcare, education, social welfare, and assistance systems continue to be upgraded and expanded.

The scale, capacity, and quality of essential social services have been enhanced. The work of protecting, caring for, and improving the health of the people has been continuously improved. State resources for implementing social policies are given priority investment, linked with the promotion of socialization, and attracting the participation of the entire society.

To achieve the goals and tasks set forth by the 13th Party Congress, General Secretary Nguyen Phu Trong emphasized the need for the Central Committee to focus on in-depth discussions, establish a high level of consensus on the judgement, assessment of the situation, its causes, and the lessons learned, as well as the necessity and appropriateness of issuing a new resolution by the Central Committee on this particularly important issue.

Therefore, it is necessary to analyze and forecast in a scientifically grounded manner the new contextual situations, requirements, and new tasks. It is important to clearly define the guiding viewpoints, ideologies, goals, tasks, and main solutions to continue innovating and improving the quality and effectiveness of social policies to better meet the legitimate demands and aspirations of the people in the new period./.
