Breakthrough in Implementing Project 06: Elevating Services for Citizens and Businesses

Reporter: Resolution of the 13th Party Congress identifies one of the three strategic breakthroughs as developing information and communication infrastructure, creating a foundation for national digital transformation. With substantial investments in IT application platforms, in recent years, Vietnam Social Security (VSS) has been implementing digital transformation in line with the spirit of the 13th Party Congress and the directives of the Government and the Prime Minister. Could you please elaborate on how the VSS has carried out digital transformation under these guidelines?

Deputy General Director Chu Manh Sinh: The Fourth Industrial Revolution has had and continues to have an impact on all aspects of Vietnam's socio-economic life. Recognizing the strong global trend of digital transformation and the strategic direction of national digital transformation, as the organization responsible for implementing the country's key social security policies, the VSS has proactively and consistently made efforts to comprehensively deploy tasks and solutions to enhance the digital transformation of the sector, aiming to achieve the goal of "building a modern and professional VSS sector that meets the satisfaction of the people and businesses."

In accordance with the Party's resolution and the directives of the Government and the Prime Minister, VSS has cooperated closely with relevant ministries, sectors, and localities to earnestly and comprehensively implement digital transformation tasks.

Reporter: The focus of digital transformation is to effectively implement Government Project 06. Could you please explain how the VSS has made significant strides and provided tangible benefits to citizens and businesses through the implementation of Project 06?

Deputy General Director Chu Manh Sinh: Project 06 is expected to bring tangible benefits to citizens, businesses, and related agencies. For the VSS, the effective implementation of Project 06 will undoubtedly help the sector achieve its digital transformation goals. Recognizing the importance of Project 06, the entire sector, along with the political system, has made concerted efforts to successfully fulfill the assigned tasks under the guidance of the Government and the Prime Minister. Specifically:

Firstly, the VSS has successfully connected with the national Population Database since its official operation and is continuing to collaborate with the Ministry of Public Security to share and review population information contained in the national Population Database with the Insurance Database.

Secondly, across the country, 12,569 healthcare facilities have implemented health insurance procedures using chip-embedded Citizen Identity Cards (reaching 98% of the total number of healthcare facilities nationwide). Over 37.7 million successful inquiries have been made using the chip-embedded Citizen Identity Cards for health insurance procedures.

Thirdly, in terms of online integration and service provision on the National Public Service Portal, VSS's system has received and processed over 21,700 health insurance card extensions through the service "Extension of health insurance cards for households with reduced premium payment" via the VSS Portal and the National Public Service Portal.

Fourthly, the VSS has collaborated with the Ministry of Public Security to implement biometric authentication technology based on biometric information integrated on the chip-embedded Citizen Identity Cards and the national Population Database. As part of the pilot program, biometric authentication technology has been implemented in health insurance procedures in Quang Binh province and Hanoi. Biometric authentication has also been implemented in the receipt and result delivery of administrative procedures at the "One-stop" department of the Social Security Office in Binh Duong province and the Dong Da district Social Security Office in Hanoi, yielding practical results.

Fifthly, in terms of coordinated implementation of the Electronic Health Record, VSS has developed an API to connect 29 information fields from the Insurance Database to the VNeID application, which is shared with the national Population Database.

Sixthly, coordination, and support of the Ministry of Health in data integration for driver's health examination, birth certificates, and death certificates through the IT infrastructure of the VSS. To date, there have been 1,115 healthcare facilities nationwide that have sent driver's health examination data with 921,378 records sent; 1,272 healthcare facilities have sent birth certificate data with 306,923 records sent; and 444 healthcare facilities have sent death certificate data with 3,110 records sent.

Seventhly, regarding the review and restructuring of administrative procedures. To date, the VSS has completed the restructuring of processes and issued decisions on business process and related administrative procedures, eliminating the requirement for citizens to submit or present household registration books and temporary residence permits. The verification and confirmation of individuals' residential information will be conducted through the national Population Database.

Eighthly, the VSS is actively promoting non-cash payment methods for benefit disbursement. Currently, approximately 62% of individuals receiving social insurance and unemployment benefits in urban areas receive their payments through personal accounts, which is a 1% increase compared to 2022 and surpasses the government's target set three years ahead of schedule.

In the future, the VSS will continue to focus on intelligence and comprehensive strength, closely following the guidance of the government, the Prime Minister, and the Project 06 Steering Committee. Close coordination with ministries, sectors, and localities will be maintained to effectively implement the assigned goals and tasks.

During the period of 2024-2025, all levels of the VSS's "One-stop" departments will implement biometric authentication based on chip-embedded Citizen Identity Cards, VNeID application, and the national Population Database for receiving and processing administrative procedures. All eligible administrative procedures will be provided online through the national Public Service Portal. Standardization, reduction, and simplification of administrative procedures will be carried out based on authentication and data sharing from the national Population Database or electronic identification and authentication provided by the Ministry of Public Security.

By the period of 2025-2030, the VSS will complete the construction of the national Insurance Database and connect and share information and data of participants in social insurance and health insurance with other national and specialized databases. The enhancement and expansion of multidimensional data analysis tools, visualization, synthesis, statistics, and reporting will support decision-making and policy proposals related to social and health insurance.

With the high determination of the entire political system and the efforts of all VSS employees, the set goals will undoubtedly be achieved, leading to the development of a modern and professional VSS that meets the requirements of e-Government and digital transformation towards a digital government.
