Digital Data: A National Resource for Development and Growth

On the morning of October 10th, Prime Minister Pham Minh Chinh, Chairman of the National Committee for Digital Transformation, attended the program celebrating National Digital Transformation Day (October 10th) in 2023, with the theme 'Exploiting Digital Data to Create Value.' The program was organized by the Government Office in coordination with the Ministry of Information and Communications.

In his directive at the program, with the message 'Establishing and Exploiting Digital Data to Create New Value,' and the requirements of 'policy openness, infrastructure transparency, and intelligent management,' the Prime Minister instructed the ministries, sectors, and localities to carry out specific tasks.

Firstly, the ministries, sectors, and localities need to focus on improving mechanisms and policies for digital infrastructure, digital platforms, and digital human resources to promote stable and sustainable development of digital data. They should promptly establish and issue standards, technical regulations for digital data, and a shared data catalog.

Secondly, the ministries, sectors, and localities should enhance the establishment of data through the implementation of building, developing, connecting, sharing, and exploiting national and specialized databases as important factors in digital transformation, serving socio-economic development and creating new value.

However, the Prime Minister noted that the National Data Center does not replace the databases of ministries and localities. The databases of ministries and localities have their own positions, roles, and contribute to enriching the National Data Center.

In particular, the Prime Minister requested the ministries, sectors, and localities to work together to remove bottlenecks in the implementation of Project 06. This includes specific and important tasks that need to be promptly organized and implemented.

Accordingly, the Prime Minister assigned the Ministry of Public Security to lead and coordinate with the Ministry of Information and Communications, the Ministry of Construction, and the Ministry of Natural Resources and Environment to research and propose additional solutions for integrating national digital address information into the national database on population; integrating electronic identification accounts with the national real estate trading system and the national land database; declaring individual and organizational digital addresses on VNeID in compliance with current regulations; and reporting the results of implementation to the Prime Minister before November 30th, 2023.

The Ministry of Public Security will lead and collaborate with the VSS to research and propose solutions for integrating the social insurance utility into the VNeID application, ensuring efficiency, avoiding redundancy, and minimizing waste; and reporting the results of implementation to the Prime Minister before October 30th, 2023.

The Prime Minister assigned the Ministry of Health to lead and coordinate with the Ministry of Public Security to provide guidance to healthcare facilities and citizens on using the electronic health record information on VNeID; and to report the results of implementation to the Prime Minister before October 30th, 2023.

The State Securities Commission will connect the national database on the population to clean up data on securities transactions. This task will be completed in November 2023.

Thirdly, ministries, sectors, and localities will continue to invest in developing, upgrading, and modernizing digital infrastructure, particularly shared infrastructure, payment infrastructure, credit information infrastructure, etc.; ensuring computational capacity, transmission capability, stability, reliability, and security in building digital database systems. They will also strengthen data collection, connectivity, interoperability, processing, and cleansing to enable the exploitation and sharing of data with the national population database. Businesses will establish digital service channels to promote non-cash payments, e-commerce, online payments, and move towards a digital economy.

The Prime Minister emphasized that the development of digital infrastructure must always be one step ahead to promote national digital transformation, digital economic and social development, and digital citizenship.

Fourthly, improve the quality of online public services through process restructuring and reuse of available data.

Fifthly, actively support businesses in transitioning their production and business activities to the digital environment, ensuring a harmonious balance of interests between the government, citizens, and enterprises. Vietnamese digital technology companies focus on researching and developing digital technology solutions to create sustainable value in data generation and utilization. Emphasis is placed on investing in research and development (R&D).

Sixthly, enhance communication on the benefits and effectiveness of digital transformation so that government agencies, citizens, and businesses have a clear understanding of the benefits and effectiveness of digital transformation and actively participate in and benefit from the advantages brought about by digital transformation. Strengthen guidance and support for citizens in using online public services, safe and efficient digital utilities and services.

With the efforts, determination, proactiveness, and creativity of the entire political system, business community, and people in the past period, as well as the prominent activities at the "National Digital Transformation Day" event, the Prime Minister believes that the national digital transformation and development of digital data will undergo comprehensive and positive changes, promoting socio-economic development, social management, building a digital economy and society, and making important contributions to successfully achieving the goals and tasks of socio-economic development in 2023 and the 2021-2025 Five-Year Plan, bringing a warm and prosperous life to the people./.
