Hai Phong: Request for the synchronized implementation of social and health insurance solutions

Recently, the People's Committee of Hai Phong City issued Official Letter No. 2165/UBND-VX, providing guidance on the implementation of social, health and unemployment insurance policies.

This official letter aims to specify the directives from the Permanent Party Committee of Hai Phong City regarding the continued coordination and guidance for the implementation of social, health, and unemployment insurance policies.

According to this directive, the People's Committee of Hai Phong City instructs the departments, boards, sectors, and organizations in the city, as well as the People's Committees of districts and communes, to base their functions and assigned tasks, including setting targets for the development of social and health insurance participants, on the resolutions of each level of Party committees and the annual socio-economic development plans of their respective localities as outlined in Resolution No. 69/NQ-CP and Decision No. 546/QĐ-TTg. It aims to ensure leadership and guidance in the implementation process.

Disseminate social and health insurance information to members of the Farmers' Association in Thuy Nguyen district, Hai Phong City

Enhance inspection and supervision of various government agencies, units, party committees, and authorities at all levels regarding their leadership, guidance, and implementation of social and health insurance policies. The achievement of targets for increasing the number of social, health and unemployment insurance participants is considered as criteria for evaluating and rewarding the political tasks completed by party committees and local authorities at all levels.

Reconstitute the Steering Committee for the implementation of social and health insurance policies at various levels, with the Chairman of the People's Committee serving as the Head of the Steering Committee. Review and supplement Cultural-Social officials at the commune level as members of the Steering Committee at the commune level. Clearly define the responsibilities and work relationships of each member in guiding and implementing measures for developing social and health insurance participants, as well as measures to prevent the misuse and exploitation of social and health insurance policies.

Continue to innovate and diversify methods and forms of propaganda, dissemination, and legal education continue being  to ensure that officials, party members, trade union leaders, workers, and the general public understand the humane and advantageous nature of social and health insurance policies, thereby raising self-awareness and legal compliance regarding social and health insurance policies. Actively participate in social and health insurance, limiting one-time benefits to ensure long-term social security.

Effectively share and provide information about labor declarations by businesses, personal income tax declarations with labor, tax, and investment planning authorities to the social security agency. Regularly monitor and track labor utilization, employment, and the implementation of social insurance and health insurance policies in labor-utilizing units, especially those employing a large number of workers, to promptly provide support, address difficulties, and detect and prevent fraud, exploitation, delayed contributions, and evasion of social insurance and health insurance payments.

Promoting Awareness of the Benefits of Voluntary Social Insurance Participation

Enhance inspection and monitoring activities for employers who delay or evade social and health insurance payments for three months or more. Take strict legal action against violations as prescribed by the law. Direct relevant agencies to collect documentation and transfer cases for investigation and prosecution regarding fraudulent activities, evasion, and exploitation related to social and health insurance, as per regulations.

The Department of Health and the City's Social Insurance Office should continue to improve the quality of healthcare facility operations, streamline administrative processes for patient admission, promote the use of chip-embedded citizen identification cards, and utilize the digital health insurance card on the social insurance e-portal (VssID application) instead of physical cards. Ensure the correct procedures and regulations for issuing disability certificates for social insurance beneficiaries and make effective use of healthcare funding at healthcare facilities, bolstering the public's trust in the Party and the State's social security policies.

The People's Committee of Hai Phong City also instructs against rewarding or honoring and prohibits considering the participation of labor unions that evade social and health insurance payments when evaluating tenders for public investment projects. Simultaneously, information about entities that evade social and health insurance payment is publicly disclosed through various mass media outlets.

The districts and communes are urged to review and allocate local budgets to support voluntary social insurance and household health insurance contributions for citizens, especially those who have recently escaped poverty, those in disadvantaged areas, coastal and island regions, etc., to expand and sustain participation.

It is recommended that the Vietnam Fatherland Front of the city and other organizations strengthen their monitoring functions and engage in awareness campaigns to encourage labor unions, workers, and the public to effectively implement the social and health insurance policies within the locality.
