Specifically, Article 11 of this Decree outlines the tasks for each title of commune-level officials. In particular, Paragraph 6 specifies that officials in the Culture and Social sector are responsible for advising the Commune People's Committee in matters related to Social, Health, and occupational safety and health. They also hold the duty of establishing criteria for the development of Social and Health Insurance participants within the annual socio-economic development plan to be submitted to the People's Council at the same level for decision-making.

In addition, officials in the Culture and Social sector are also responsible for population statistics, labor, employment, and occupations in the locality; monitor, consolidate, and report on the number and changes in the status of labor policy beneficiaries; implement the payment of social policy regimes and report data and information for communication.

Besides, they lead and coordinate with officials in the Justice sector and the Village Chief or Neighborhood Leader to guide the local community in constructing and executing community covenants and regulations; collaborate with officials in the Office of Statistics in building databases related to population, labor, employment, and policy beneficiaries….

At the present time, commune-level officials are categorized into 6 positions: Military Command Chief; Office of Statistics; Land Administration - Construction - Urban and Environmental (for wards and towns) or Land Administration - Agriculture - Construction and Environment (for communes); Finance - Accounting; Justice - Civil Affairs; Culture and Social.

With these regulations in place, in recent times, provincial Social Security offices in provinces and centrally governed cities have diligently conveyed the stipulations of Decree No. 33/2023/NĐ-CP to officials and civil servants within their respective units, ensuring their awareness and active collaboration with officials in the Culture and Social sector during their task execution. Furthermore, they have provided guidance to contribute to the enhancement of the Steering Committee for the Implementation of Commune-level Social and health insurance Policies in their local areas.
