VSS Urges Implementation of Two Interconnected Administrative Procedures under Government's Project 06

On September 7, 2023, Vietnam Social Security (VSS) issued Official Letter No. 2781/BHXH-VP to provincial and centrally-governed city social security agencies regarding the urging and implementation of two interconnected administrative procedures under Project 06.

In accordance with Decision No. 06/QD-TTg dated January 6, 2022, by the Prime Minister approving the project 'Development of Population Data, Identification, and Electronic Authentication Applications to Serve National Digital Transformation Phase 2022-2025, Vision to 2030' (referred to as Project 06), the VSS has issued Decision No. 706/QD-BHXH dated May 19, 2023, establishing the electronic interconnection process for handling the group of administrative procedures related to 'Death Registration, Cancellation of Permanent Residence Registration, Funeral Expense Support, Funeral Allowance.' Additionally, Decision No. 976/QD-BHXH dated June 12, 2023, has been issued to establish the process for receiving and handling electronic interconnection dossiers for 'Birth Registration, Permanent Residence Registration, Health Insurance Card issuance for children under 6 years old.' On June 22, 2023, the VSS organized an online conference to implement and carry out the unified interconnection of these two groups of administrative procedures nationwide.

VSS’ Deputy Director-General, Chu Manh Sinh, who is also the Head of the Project 06 Task Force of the VSS, conducted an inspection of the implementation of the two interconnected administrative procedures at the Hanoi Social Security Office.

After nearly 2 months of implementation, the provincial social security agencies have generally carried out the resolution of the two interconnected administrative procedures in accordance with the regulations, ensuring the rights of the people. Particularly, the social security offices in Hanoi and Ha Nam province have received timely feedback during the pilot implementation period to improve the process and actively support localities in the organization of implementation. However, based on statistics and monitoring, there are still some existing issues, such as a low number of generated files in certain localities, especially in areas where no files have been generated yet, and a high proportion of overdue files in some localities.

To enhance the implementation of the two groups of interconnected administrative procedures: 'Birth Registration, Permanent Residence Registration, Health Insurance Card issuance for children under 6 years old' and 'Death Registration, Cancellation of Permanent Residence Registration, Funeral Expense Support, Funeral Allowance,' and achieve high efficiency to create favorable conditions for the people, the VSS proposes that provincial social security agencies focus on implementing the following measures:

Strengthen communication with the people regarding the benefits of using interconnected public services, the procedures for using interconnected public services, and publicly display relevant documents at the document reception section of social security agencies at all levels, including Official Letter No. 2084/VPCP-KSTT dated March 30, 2023, issued by the Government Office, Decision No. 706/QD-BHXH, and Decision No. 976/QD-BHXH issued by the VSS regarding the process of receiving, resolving, and delivering results for the two groups of interconnected administrative procedures.

VSS’ Deputy Director-General, Chu Manh Sinh, and Head of the Project 06 Task Force of the VSS, inspected the implementation of the two interconnected administrative procedures at the Ha Nam provincial Social Security office.

The Director of the provincial Social Security office shall direct the functional departments and district-level social security offices to strengthen coordination with the commune-level People's Committees in guiding the people on the use of the two groups of interconnected administrative procedures. Proactive coordination and information exchange regarding the received files shall be carried out with the officials responsible for file reception at the commune-level one-stop-shop section to provide guidance on information retrieval related to the social security number, health insurance benefit code, and to ensure the selection of the appropriate eligible beneficiaries and the provision of sufficient information in cases where people submit files at the commune-level one-stop-shop section.

Efforts should be focused on resolving the two groups of interconnected administrative procedures when files were generated in the system, ensuring compliance with regulations, deadlines, and the rights of the people. In cases where the files are not applicable, do not meet the requirements, or require additional information, clear reasons and contact phone numbers of the social security agency should be provided when returning the files through the system.

During the implementation of the two groups of interconnected administrative procedures, if difficulties or obstacles arise, the provincial Social Security office shall promptly report them to the VSS (through the VSS Office) for appropriate solutions./.
