Hanoi: Declining Unemployment Insurance Coverage for Workers

Over the past 8 months, the number of workers receiving unemployment insurance in Hanoi has decreased by more than 12% compared to the same period. Many sectors and industries still have good recruitment demand, contributing to solving employment issues for workers.

According to the Hanoi Department of Labor, Invalids, and Social Affairs, from the beginning of the year until now, the department has received and evaluated over 57,300 applications for unemployment insurance benefits. Decisions have been made to provide support to over 56,000 eligible individuals, with a total amount of assistance exceeding 1,500 billion VND. Vocational training support has been provided to over 600 individuals, with a total amount of 2.7 billion VND.

The number of unemployed individuals receiving unemployment insurance over the past 8 months in the city has decreased by more than 12% compared to the same period in 2022 (during the first 8 months of 2022, 65,056 individuals received evaluation and decisions for unemployment insurance benefits).

Thanks to the implementation of various measures to create job opportunities and connect workers, many workers in Hanoi have accessed new employment opportunities, contributing to the reduction of unemployment in the area (Illustrative photo - source: internet).

In order to reduce the unemployment rate and promote employment solutions in the area, the Hanoi Department of Labor, Invalids, and Social Affairs has instructed the Hanoi Job Service Center to enhance activities in connecting labor supply and demand, organizing diverse job transaction sessions to increase job opportunities for workers.

Mr. Vu Quang Thanh, Deputy Director of the Hanoi Job Service Center, stated that over the past 8 months, the center has conducted over 170 job transaction sessions, with nearly 13,000 individuals accessing and submitting their resumes.

In addition to organizing daily job transaction sessions, the Center also collaborates with localities in the area to organize 10 mobile job transaction sessions in districts and communes. Specialized sessions are also organized for specific target groups such as vulnerable workers, veterans, and individuals who have completed their prison sentences.

In September, the unit is also planning to collaborate with several universities in the city to organize a part-time job session for students or hourly workers. Additionally, there will be additional mobile job transaction sessions in Ba Vi district.

"From now until the end of the year, we will continue to organize and implement even more diverse job transaction sessions in order to help workers find employment and re-enter the labor market," said Mr. Vu Quang Thanh.

According to reports from localities, on average, over 1,600 job transaction sessions are held each year. Each session attracts around 25-30 businesses and approximately 350-450 workers participate. The number of workers finding employment through job transaction sessions accounts for about 35 to 40% of the registered job seekers.

With the number of job transaction sessions organized each year, Mr. Vu Quang Thanh believes it is suitable nationwide as it provides opportunities to provide labor market information for workers and businesses, enhances the meeting opportunities between the two sides, and contributes to making the labor market more transparent.

According to him, it is also not necessary to excessively increase or decrease the number of job transaction sessions because the role of these sessions is not simply to connect labor supply and demand.

"We are maximizing resources to support workers and businesses to overcome difficulties and actively involve both sides in the system," affirmed Mr. Vu Quang Thanh, Deputy Director of the Hanoi Job Service Center.

On the other hand, prior to organizing the job transaction sessions, the current situation and the supply-demand assessment have been surveyed. As a result, the effectiveness of the sessions will be enhanced.
