Reporting to the delegation, Dinh Van Hiep - Director of Da Nang Social Security Office said that, following the direction of the Ministry of Public Security and the VSS, on August 12, 2022, the Da Nang City Police and the Da Nang Social Security Office has agreed to sign and promulgate the Inter-sectoral Plan No. 259/KHLN-CATP-BHXHTP on the implementation of Regulation No. 01/QCPH-BCA-BHXHVN. Accordingly, this Plan is an important legal basis, in line with the practical requirements of implementing the task of ensuring security and order in the field of social and health insurance.

According to Hiep, the Police and the Social Security Office of Da Nang City have concretized the contents of coordination and deployment to affiliated units according to the functions and tasks of each force and each working department. Thereby, they would create a unified basis for coordination and direction of the two units on ensuring security, social order and safety in the implementation of social and health insurance policies.

In addition, since the beginning of 2022 until now, the Social Security office of Da Nang City has actively coordinated to exchange information, data, and debt situation of social and health insurance at the request of the City Police in Official Dispatch No. 436/CATP (ANCTNB) on April 12, 2022; provided information and documents related to foreign-invested enterprises in the area to the Economic Security Department (Da Nang City Police).

Inspection mission in Da Nang city

Notably, since the beginning of the year, the Da Nang Social Security Office has coordinated with the City Police to conduct specialized inspections to pay for and inspect the implementation of social and health insurance policies at 14 employer units. The Social Security Offices of the city and the 6 districts have coordinated with relevant branches (including the Police) to invite 233 units to the social security agency to work on the late payment of social and health insurance. As a result, there were 166 units with the amount of debt collected being 10.2 billion VND (accounting for 45.07% of the total debt of these units). However, according to Da Nang Social Security Office, currently the situation of outstanding debts and evasion of payment of social and health insurance premiums in the area remains complicated, with debts of 3 months or more about 120 billion VND.

According to Colonel Tran Dinh Lien - Deputy Director of Da Nang City Police, in the past time, the Police and Social Security Office of Da Nang City have focused on inspecting units with debts of social and health insurance lasting 3 months or more.

According to Lien, in the coming time, Da Nang City Police will coordinate with the city social security office to strengthen inspection and examination; promote forms of propaganda about the law on social and health insurance.

Meanwhile, a representative of the Economic Security Division (PA04) of Da Nang City Police said, after signing the regulation, the coordination between the two units has witnessed a positive change. Accordingly, Da Nang Social Security Office always provides adequate and timely information to Da Nang City Police in handling units and businesses that violate the Law on Social Insurance and Health Insurance.

At the inspection, Lo Quan Hiep - Director of the Inspectorate Department (VSS) said that the experience of solving the debt situation of social and health insurance of localities is "prevention rather than control", meaning that the functional departments in the area must regularly grasp the condition of enterprises and report to the police when there are signs of running away. Regarding the handling of debts of social and health insurance at enterprises with representative offices, according to Hiep, the debt must be handled starting with the holding company, and in the future, it is necessary to have an appropriate solution to apply to this type of business.

Do Ngoc Tho - Director of the Department of Social Insurance Implementation (VSS) also noted that the current situation of profiteering from social and health insurance funds is complicated, including buying and selling sick leave papers, collecting social insurance books, and borrowing dossiers of other people to go to work, which are painful issues that need to be dealt with thoroughly.

Speaking at the inspection, Ho Ky Minh - Vice Chairman of Da Nang City People's Committee said that Da Nang currently has over 3,000 enterprises, 6 industrial parks, and 1 high-tech park, in which there are many units and enterprises accused of delayed payment, payment evasion, fraudulent acts and profiteering from social and health insurance.

Minh also requested departments and agencies, especially the Department of Health, to closely coordinate with the social security agency to promptly report to the City People's Committee on the drug bidding. Tax and customs offices must coordinate with social security agencies to provide police agencies with signs of evasion, and social insurance debts for monitoring and supervision, etc.
