Entire VSS industry to accelerate in Q4 2022, and determined to complete all tasks

On October 3, 2022, General Director of Vietnam Social Security (VSS) Nguyen The Manh chaired the industry-wide online briefing in the fourth quarter of 2022. The attendants of the conference include the Deputy General Directors of VSS: Tran Dinh Lieu, Dao Viet Anh, and leaders of VSS' units, social security offices of the Ministry of Defense, the People's Public Security; Director of Social Security Office of Tien Giang province, Dak Lak. At the local site, there are leaders of social insurance agencies of provinces and cities; leaders of specialized departments, and district-level social security offices.

The basic indicators are well achieved

At the conference, VSS Chief of Staff Chu Manh Sinh presented an overall assessment report on the results of direction, administration, organization, and implementation of tasks in the whole sector in the 9 months of 2022.

Regarding key indicators, the report said that by the end of September 2022, there are over 17.24 million people participating in social insurance nationwide, reaching 89.91% of the industry's plan, an increase of nearly 2.7 million people (18.55%) over the same period in 2021, and an increase of more than 697,200 people (4.21%) compared to the end of 2021. The number of people participating in health insurance reached more than 87.5 million, an increase of nearly 4 million people (4.75%) compared to the same period in 2021, and reaching the coverage rate of 88.42% of the population. The total accumulated collection of social, health, and unemployment insurance premiums by the end of September 2022 is estimated at nearly VND 308,000 billion, up 8.67% over the same period in 2021.

The VSS system has verified 51,240,009 demographic information in the national insurance and population database. At the same time, the VSS has also provided and shared over 60,577,853 times of records of social and health insurance information for the national population database.

Continue to resolve difficulties and problems

In addition to the achieved results, leaders of the VSS units and the local social security agencies focused on assessing and pointing out the difficulties and obstacles in the implementation of the targets and tasks.

Duong Van Hao - Director of the Department of Social Insurance Book and Health Insurance Card commented, in September, the collection and development of participants of social, health and unemployment insurance throughout the sector continued to prosper with all indexes increasing. The local social security agencies have basically advised the People's Committees of provinces and cities to assign participant development targets to districts. However, in order to fulfill the target, the plan set out in 2022 is still a big gap. Therefore, Hao requested that, in the last 3 months of the year, in terms of the development of social insurance, the local social security agencies need to follow the specific directives and instructions of the VSS.

At the Conference, the directors of social security agencies of localities include Hanoi, Ho Chi Minh City, An Giang, Binh Duong, Dong Nai, Thai Binh, Gia Lai, Lai Chau, who all gave brief reports on the achieved results and the performance of the assigned tasks of the leaders.

The head of the Hanoi Social Security Office informed that this year, students in the area experienced late enrollment, making it more difficult to propagate and advocate health insurance policies. The city's social security office has sent a document to all ministries and branches with affiliated universities to request coordination in implementing the policy of student health insurance and has received positive feedback and participation.

The head of Ho Chi Minh city's Social Security Office also shared some difficulties in the area on the rise of the coverage of participants. Therefore, the unit has been strictly implementing the direction of the VSS General Director and strengthening advisory work to mobilize the participation of the whole political system in the locality.

Representatives of the social security offices of the Ministry of National Defense and the People's Public Security also spoke and evaluated the coordination in the implementation of policies on social and health insurance for soldiers and armed forces over the past time, and stated the results achieved in digital transformation and data sharing with the VSS.

A "sprint" in the last months of the year

At the conference, VSS Deputy General Directors - Tran Dinh Lieu, and Dao Viet Anh - assessed that the industry's basic indicators have grown compared to the end of 2021. However, the increase is not high and sustainable. If no drastic actions are done in the last months of the year, it will be difficult for the whole industry to complete the set targets. Recently, the VSS leaders organized 8 working groups with social security agencies of 63 provinces and cities, in order to bring specific solutions and tasks.

Concluding the conference, VSS General Director Nguyen The Manh praised and highly appreciated the efforts of the whole industry in implementing the tasks in the first 9 months of 2022. The results achieved are quite positive, showing the drastic action of the leaders of units and localities. The industry's important indicators have all rapidly increased compared to the end of 2021, creating a solid premise for the whole industry to make efforts and determination to complete the assigned tasks in the last 3 months of 2022.

However, Manh also assessed that the task in the last 3 months of the whole industry is quite hefty. As a result, he requested the whole industry to continue to strictly follow the guidelines, orientations and directions of the Party, the National Assembly, and the Government, and promptly concretize them into goals, tasks, and solutions, programs and work plans to be implemented throughout the industry.

Regarding important indicators, the whole industry needs to continue to synchronously deploy groups of solutions to develop participants; strengthen solutions to urge collection, debt reduction, and debt recovery to pay social, unemployment, and health insurance premiums; regularly review and complete the database of non-participants to develop a plan to propagate and mobilize participants of voluntary social insurance and household-based health insurance.

It is also crucial to continue to review, reduce and simplify administrative procedures, ensuring the simplest, easiest, and most convenient process for businesses and people; focus on promoting digital transformation, Project 06 of the Government; perfect infrastructure, specialized database system on social, health and unemployment insurance; further innovate the content, form, and methods of communication, ensuring practicality, efficiency, focus, diversity, and flexibility; strengthen administrative and financial discipline; further promote the role and responsibility of the leader./.
